Wei Chengyu, who was commented by netizens as “done a big deal”, is a college student of Henan Agricultural University and an activist for joining the party. On the morning of July 23, Wei Chengyu, who was spending his summer vacation in Zhao Village, Weibin District, Xinxiang City, heard that Sizhuangding Village in the nearby Muye District was seriously affected. He quickly prepared 4 tires and set off for rescue with his two cousins.
It was 5 kilometers away, and the car only drove 2 kilometers, and it couldn’t go anymore. Abandoned the car and walked, wading through the water that was submerged to the thighs, and the three moved forward step by step.
“On the road, I met a group of people thinking that everyone would run out, but they were all retrograde rescuers.” Wei Chengyu said that when he arrived at Sizhuangding Village, there were dozens of rescuers from all directions.
The scene in the village made Wei Chengyu very unforgettable: houses were soaked in water, and the roofs were densely packed with people. Seeing the rescue team arrived, people waved their clothes, knocked bowls and basins and called for help.
Wei Chengyu borrowed a rubber boat and rushed to the village. The rubber boat has a limited weight. In order to rescue more people at one time, Wei Chengyu decided to put the tires on him and push the rubber boat forward in the water to transport the villagers to a safe area in batches.
Not long after he was in the water, Wei Chengyu’s foot was scratched by an unknown object, but he resisted not saying, “I’m afraid that everyone won’t let me save people.” The stagnant water was too deep, and Wei Chengyu’s whole body was soaked. Wei Chengyu said that although it was summer, the stagnant water was extremely cold. After soaking for a while, the legs began to cramp. “I can’t remember how many times I have pumped. Every time I pump, my legs won’t be able to do anything. I can only hold the rubber boat firmly with my hands, rub the cramps with my feet, and rub the cramps for more than 10 minutes each time. On August 20, the floods had receded, and the soaked furniture was drying in front of the merchants on both sides of the street in Liulin Town, Suixian County, Hubei Province. It was raining again in the sky, and Wu Meng and his colleagues were investigating the restoration of water supply along the street, and they had no time to escape. The faintly painful wound on his right leg made Wu Meng walk a little staggering.
Wu Meng, 27, is a retired soldier who just came to work in Liulin Town Water Conservancy and Fisheries Service Center in January this year. On the evening of August 11, Liulin Town encountered extreme heavy rainfall. At around 3 a.m. on the 12th, the harsh alarm sounded Wu Meng’s awakening from his sleep. The fence of the yard was washed down, and water was pouring into the yard. Wu Meng quickly awakened the other people in the same building who were still sleeping, and ran to the upper floors to take shelter. An hour later, the flood flooded the second floor of the office building.
At around 8 in the morning, fire rescue crews rushed to the scene and rescued Wu Meng and others. Wu Meng’s office and dormitory are on the first floor. His bed, clothing, office equipment and private car have already been swept away by the flood. But Wu Meng could not take care of this. At this time, the heavy rain was still falling, and many people were trapped. He put on the life jacket handed by the firefighters and went into emergency rescue: “I am a local and I am familiar with the situation. I will give it to you. Lead the way!” He led the firefighters who came for reinforcements, rushed to a building in a rubber boat, and rescued more than 10 people from the upper floor.
After a race against time for emergency rescue by professional forces such as firefighting, public security, armed police, reserve personnel, and local cadres and masses, more than 70 trapped people were rescued. Hundreds of people affected by the disaster were transferred to a centralized resettlement site temporarily set up in the central school of Liulin Town.
At this time, the rain gradually decreased and the flood gradually receded. However, the heavy rain caused the water supply, power supply, and communication in the town to be interrupted. More than 4,000 residents in the market town and the disaster-stricken people in the resettlement site faced water problems.
“So many people are waiting for water, and the water supply must be restored as soon as possible!” Wu Meng and his colleagues acted immediately. They walked along the street and stepped on the silt to investigate the situation of all the water supply pipe networks in the town. Many pipe cuts were washed into the river; the pump operation room of the water plant was flooded and the equipment was damaged.

During the flood control period, as the deputy secretary of the Party Committee of Dingdian Village, Shencun Town, Xuanzhou District, Xuancheng City, Anhui Province, after 1985, Cai Dawei has been on the quake for more than 10 days.
In late July, the typhoon “fireworks” struck. After several days of heavy rains, the water level has risen in the Sun River beside Zhoucun Polder. “The rain keeps going, if it breaks, the people in the village and the grain in the ground are in danger.” Cai Dawei saw it, and was anxious.
After thinking about it, he decided to release recruitment information, mobilize villagers with time and conditions to participate, and form an emergency flood prevention team. “As soon as the news came out, the party members responded, and a dozen people signed up immediately.” Cai Dawei said that more than 60 people were gathered in one day, including party members and village volunteers. In the face of the wind and rain, everyone brought their own tools and came one after another, full of enthusiasm.
