According to comprehensive media reports, Shangcheng District, Hangzhou City, Zhejiang Province, officially launched the “Star Parent License” project in 2017. The “Star Parent License” certification is divided into 5 stages, each of which is divided into 5 star standards. The first stage is for parents of 0 to 3 years old (early education stage), the second stage is for parents of 4 to 6 years old (early education stage), the third stage is for parents of 7 to 9 years old (low and middle elementary school), and the fourth stage is 10 to 12 Parents aged 13 to 15 (secondary school) in the fifth stage.

In the first stage, parents can obtain a certificate through online or offline learning, accumulate the corresponding points of the course and pass the online test. Parents in the second to fifth stages must combine online learning and offline training, and use points to exchange for online assessments and obtain certificates.

Starting from last year, the Zhejiang Provincial Department of Education plans to set up a number of parent schools in 70% of primary and secondary schools in the province within 5 years, and set up family education guidance courses. By the end of 2020, Zhejiang Province had established 920 digital parent schools and issued 220,000 e-certificates to parents participating in digital parent schools.

The Zhejiang Provincial Department of Education stated that the next key task will be to combine the schools with digital parents, learn from the “Parents to Work with Certificates” in Shangcheng District of Hangzhou, promote parents’ learning points, and develop an evaluation mechanism based on the study performance of the schools of digital parents.

According to reports, it is not the first case in Zhejiang that allowing parents to “certify and work”. Chengdu City, Sichuan Province has also introduced a “4C” parent training system, and Shenyang City, Liaoning Province also has similar courses.
