On July 20, the website of the State Council of the Communist Party of China published an article “Li Keqiang: We have reached the critical moment to speak out and strengthen basic research.” Li Keqiang first listened to reports from the Department of Mathematical Sciences, the Science Foundation Information Management Platform, and the Department of Interdisciplinary Science. After that, he said, “Mathematics is the foundation of all science. In fact, many “stuck necks” are ultimately “stuck”. “In terms of basic research”, “our basic research is not strong yet, and the originality is not high. Basic research and original innovation should be placed in a key position.”
Li Keqiang directly pointed out the crux of China’s technological backwardness. Most scientific and technical personnel in various industries in mainland China have long been accustomed to plagiarism and imitating. Whoever wants to “overtake on a curve” is estimated to be laughed at by people and will not be taken seriously by the leaders. Li Keqiang knows that “stuck neck” is stuck in basic research, but in the impetuous atmosphere of mainland China, how many people are really willing to do basic research?
Li Keqiang also admitted that “the current international environment has undergone great changes, and my country’s technological development has many shortcomings. The bottleneck of many industries is mainly due to the weakness of original innovation.” “It has reached a critical period when we must vigorously strengthen basic research.”
The high-level CCP blindly seeks hegemony by the epidemic and war-wolf diplomacy. The channels of communication and exchanges with major Western technological powers are getting narrower. Plagiarism and plagiarism of foreign technology are obviously more difficult. Only then did they have to mention basic research. It has been delayed for decades, so easy said that!

In mainland China, the mentality of getting rich overnight is widespread. Scientific research institutes have long been integrated into economic entities of all sizes. How each research group can make money as soon as possible is a top priority. The so-called basic research project has actually become a display, but it is to continue to obtain government funds and maintain the signboard of the scientific research unit.
It is impossible for Li Keqiang not to know these facts, so he specially inspected the Natural Science Foundation of China. However, some of his facts cannot change reality.
Li Keqiang should be dissatisfied with the work report of singing the praises. At the subsequent symposium, Li Keqiang said, “Science and technology innovation is not planned”, and “use tax incentives and other methods to mobilize enterprises’ enthusiasm for basic research and applied basic research.” .
Li Keqiang’s remarks are tantamount to denying the government’s rush to the chip and other industries, but he also only proposed tax adjustment methods. The driving force of scientific and technological innovation actually comes from the promotion of market demand and the extraordinary vision of private entrepreneurs. Mainland China is not yet a real market economy. Now these companies are being purged one by one. Whether it is infighting or cutting leeks, mainland China lacks the soil for the market to promote technological innovation. This is probably the truth that Li Keqiang dared not tell.
Li Keqiang saw the international crisis facing the CCP, so he asked scientific and technological personnel to “enhance the sense of urgency”, which contradicted his own proposal of “getting down” and “being no distractions”.
It is the illusory and flashy propaganda and unrealistic hegemony goals of the top CCP leaders that have caused all walks of life in mainland China, including the scientific and technological circles, to embark on a crooked path. Now that the bubble bursts, the top CCP leaders are in deep anxiety, but they refuse to admit that they have gone the wrong way. They just want to tighten the strings, make demands, and prepare to return to the old road of seclusion and lock the country in order to preserve their power.
If mainland China decides on its own way of international cooperation and exchanges, the so-called self-reliance will undoubtedly harm future generations. The high-level CCP tries to keep more people paying for their mistakes. Will the 1.4 billion Chinese people still agree to it?
