The new policy requires that starting from 2024, only those who have obtained the title of national first-level athlete (inclusive) or above can apply for high-level sports teams and recruit high-level sports teams. The minimum control score for undergraduate admission in the source province must be met; other colleges and universities require candidates for the college entrance examination score to reach 80% of the minimum control score for undergraduate admission in the source province. It is not only the candidates who face new challenges. Since many colleges and universities do not offer sports majors, the introduction of new policies has led many schools to make new plans in terms of development models.

Some experts believe that the “Guiding Opinions” emphasize the importance of cultural courses, which will be beneficial to the all-round development of students in the long run, but at present this does pose a problem for candidates and universities. Many high-level sports teams face the possibility of not having suitable students or even having to stop recruiting. Although some colleges and universities are actively applying for sports majors, it is still unknown whether they can do so.

Tsinghua University is one of the most successful universities in China to cultivate high-level athletes through the integration of sports and education. Liu Bo, director of the Sports Department of Tsinghua University, said that in terms of the source of students, the increase in the entry threshold has little impact on Tsinghua University. They can recruit children with strong athletic ability and better learning, but for some other schools, the source of students does have an impact. Zhai Feng, Dean of the School of Physical Education, China University of Mining and Technology, believes that the new policy has greatly improved the requirements for high-level athletes’ cultural courses and sports grades.
