The Ministry of Management and Innovation in Public Services (MGI) held this Thursday (2/5) a ceremony to mark the launch of the “MGI Values ​​Campaign” and the one-year anniversary of the “Pro-Integrity Program”. Through this initiative, MGI presented to employees and society the seven principles that guide its actions, consolidating its philosophy of operating in an ethical and sustainable manner. The highlighted values ​​are: Collaboration, Integrity, Sustainability, Democracy, Participation, Diversity and Quality. The event also featured the official launch of MGI’s integrity plan, Pró-Integridade, for the biennium 2024–2025. The general director of the National Archives, Ana Flávia Magalhães Pinto, was part of the event’s opening table, alongside the minister of Management and Innovation in Public Services, Esther Dweck; the head of the MGI Special Internal Control Advisory, Francisco Eduardo de Holanda Bessa; the deputy executive secretary of MGI, Adauto Modesto; and the director of Public Integrity Promotion at the Comptroller General of the Union, Renata Alves de Figueiredo.

“When you look at the seven values, together, they represent a lot of what we really want for the ministry”, said the head of the MGI, minister Esther Dweck, at the opening of the event. She highlighted that the initiative deepens the work carried out a year ago, when the Pró-Integridade program was launched, within the scope of the department. “The Pró-Integridade program aimed not only to prevent the fight against corruption and the commission of illegalities, but also to mobilize ethical behavior and the construction of healthy work environments, with respect for decent work, diversity and sustainability. It’s a broad question; all these things are interrelated”, reinforced the minister.

Esther Dweck reinforced that this set of actions “generates a very synergistic network of all our integrity instances”, laying the firm foundations of a broad “integrity ecosystem”. The minister highlighted the importance of this Thursday’s event, allowing all these messages to be delivered to the more than 5,000 MGI servers, distributed throughout Brazil. This Thursday’s celebration marks National Ethics Day and National Day to Combat Moral Harassment, celebrated on May 2nd.

  • During the event, it was presented MGI institutional values ​​campaign video. In this message, Minister Esther Dweck details the seven institutional values ​​chosen to make up the Ministry’s strategic reference and the importance of these concepts for the daily lives of employees. “Institutional values ​​are foundations that guide everyday behavior, interpersonal relationships, management practices and the decision-making process in organizations. The MGI values ​​must answer a basic question: faced with a situation or dilemma, what are the lenses we use to evaluate situations and guide the behavior and decisions of people who work in the Ministry of Management”, pointed out the minister.

    “We act with integrity, transparency, responsibility, ethics, respect, probity and coherence and attention to the public interest, responding to relevant risks in a timely manner. We privilege diversity, we combat different forms of discrimination and exclusion, through anti-racist, anti-sexist, anti-LGBTQIA+phobic, anti-ableism and anti-ageism actions. We promote socio-environmental sustainability with equity, focus on preserving the environment, engagement and responsibility for the actions undertaken”, pointed out the MGI head.

    Esther Dweck deepened the analysis, reinforcing how institutional values ​​already permeate MGI’s activities. “We work democratically in the management of public services that expand and preserve rights based on the principles of inclusion, social justice and full exercise of citizenship. We seek quality, we carry out resolute public management, through innovation, technology and institutional experimentation. We encourage participation, with channels of dialogue and construction with social movements and civil society agents, which implement participatory and democratic processes in achieving the ministerial strategy. And this is our way of working here at MGI: with a commitment to delivering results with excellence, always seeking to exceed expectations with quality and efficiency, supported by our institutional values”, concluded the minister.

    The ceremony was led by the head of the MGI Special Internal Control Advisory, Francisco Eduardo de Holanda Bessa. Representatives from all integrity instances in the department were present.

    “When we see these values ​​reflected in the body where we operate, it gives us a lot of security, it shows that we are in the right place”, said the deputy executive secretary of the MGI, highlighting the engagement of the ministry’s leaders in disseminating the culture of the integrity throughout the folder. He also recalled that the topic requires attention and constant progress. “In this new stage, relating to the 2024-2025 biennium, we enter the monitoring phase closer to the implementation of this set of actions”, said Adauto Modesto.

    The director general of the National Archives also praised the participation of all integrity bodies within the scope of the MGI in the construction and progress made since last year. “They have systematically acted as catalysts for Pro-Integrity, for the values ​​of integrity, even before the start of this first year of existence. It is important for us to consider how transformation activities and instruments do not fall from the sky, they do not magically promote solutions”, stated Ana Flávia Magalhães Pinto, in reference to the continuous and joint effort of teams from the entire MGI structure in strengthening of the culture of integrity.

    The director of Public Integrity Promotion at the Comptroller General of the Union (CGU) said that progress in the MGI integrity program is important not only for the department, but for the entire public administration and for society as a whole. Renata Alves de Figueiredo also highlighted the importance of MGI’s integrity plan following the premise of promoting constant dialogue, in a process of collaborative construction.

    “The actions of an integrity program cannot be cold letters that do not create engagement with the people involved in the process”, highlighted Renata. “Our integrity department here at MGI, the Special Internal Control Advisory, under the coordination of Francisco Bessa and the entire team, and all integrity bodies within the ministry have participated in this process. And that is what translates into the consistency we see here at MGI”, reinforced the CGU director.

    “MGI Values ​​are a wrapper, raw material for the integrity program”, pointed out Bessa. He highlighted that the launch of the MGI Pro-Integrity plan for the 2024–2025 biennium is, once again, aligned with the determinations of the Presidential Decree No. 11,529/2023. It was this Decree that established, in May last year, the Integrity, Transparency and Access to Information System of the Federal Public Administration and the Transparency and Access to Information Policy of the Federal Public Administration.

    At MGI, this alignment has been in force since last year: Pró-Integridade was established by MGI Ordinance No. 1,878/2023 and released on May 2, 2023, completing one year exactly this Thursday. From the beginning, the initiative focused on the objectives of strengthening the culture of integrity, ethics and respect for diversity within the MGI, with the implementation of a set of practices and institutional mechanisms to prevent, detect and correct postures offensive to diversity, ethical deviations , irregularities, fraud and corruption.

    With Pró-Integridade, the Ministry of Management promotes the sharing of good practices with bodies, entities, foundations, local authorities and other interested parties to improve integrity risk management in public organizations.

    Francisco Bessa presented a compilation of actions carried out within the scope of Pró-Integridade since May last year, with the dissemination of the culture of integrity in all spheres of the ministry. A highlight mentioned was the holding of a series of panels, which promoted debate on key issues: moral, institutional and sexual harassment; conflict of interests and risks to integrity. “This series will continue throughout the year,” he said. The material presented by the head of the MGI Special Internal Control Advisory also brought assessments from the MGI secretaries on the importance of the program for the department.
