Endless violence
The working group of the National Council of the Public Ministry (CNMP) aimed at promoting studies and developing proposals to combat torture and ill-treatment in the Brazilian prison system delivered its final report this week.
The document contains a draft recommendation proposal and an action manual on the topic. It was delivered to the office of counselor Jaime Miranda, president of the Prison System, External Control of Police Activity and Public Security (CSP) Commission.
The proposed recommendation guides the branches and units of the MP to adopt strategies and action parameters in these situations, with the objective of establishing an interinstitutional investigation flow to be shared between members and employees working in the area. The manual provides details on actions to combat torture and ill-treatment.
According to Miranda, there is a “need for a better systematization of the Brazilian MP’s actions in confronting torture and ill-treatment”, and the working group, which lasted 180 days, added “the maximum amount of technical and legal knowledge” . With information from the CNMP press office.
