Quoted from the MUI website, the night of Lailatul Qadr is a glorious night, then its glory increases when Allah SWT reveals the Al Quran.

This is stated in the Koran Surah Al-Qadr 1-5:

Indeed, We sent it down on the Night of Destiny (1) And what makes you know what the Night of Destiny is (2) The Night of Destiny is better than a thousand months (3) The night of power descends And the spirit is therein, by the permission of their Lord, from every matter (4) peace, that is, until the rising of dawn (5)

Meaning: “Indeed We have revealed it (Al Quran) on the night of Qadr. And do you know what that night of glory is? That night of glory is better than a thousand months. On that night the angels and the Spirit (Jibril) descended with the permission of their Lord to manage all affairs . Be prosperous (that night) until dawn.”

In addition to hoping for blessings, the chanting of the Lailatul Qadr night prayer also contains praise to Allah SWT. This prayer is also a request for forgiveness or repentance from Allah SWT.
