LONDRA – To respond to the Russian oil embargo announced by the European Union, Moscow must seek customers for its “black gold” in other markets. But with a side agreement to the embargo, the EU and the UK have banned Russia from insuring its oil tankers with Lloyd’s, the historic London company that dominates the global insurance sector.
