The Plenary approved this Wednesday (3), in a symbolic vote, the text of the Convention of the International Organization of Aids to Maritime Navigation and Lighthouses, signed in Paris, on January 27, 2021. The matter will be forwarded for promulgation.

Originating from the Foreign Relations Committee of the Chamber of Deputies, the Legislative Decree Project (PDL) 278/2023, which deals with the matter, passed through the Senate’s Foreign Relations Committee on March 21, where it received a favorable vote from Senator Chico Rodrigues (PSB-RR), rapporteur of the proposal. In the Plenary, Senator Hamilton Mourão (Republicanos-RS) was appointed ad hoc rapporteur to read it.

Created in 1957 as the International Association of Lighthouse Authorities (Iala, according to its acronym in English), the organization, which has its headquarters in France, works to create conditions for the safe, economical and efficient movement of vessels around the world. In 2014, member states decided to change from association to organization.

“The purpose of the convention is to facilitate the transition from the non-governmental organization Iala to the International Organization for Maritime Aids to Navigation, an intergovernmental organization subject to international law. The treaty contains provisions that establish the new subject of international law, its purposes and objectives, its functions, its members, bodies and provisions relating to its administration. The issue that the organization will be responsible for is extremely relevant. In the world, 80% of international merchandise trade is transported by sea. In Brazil, this figure represents more than 95% of our foreign trade. In this way and to the extent that it regulates, at a global level, issues relating to lighthouses, beacons and navigation aids, the new organization will contribute to the safe, economical and efficient movement of vessels across the globe”, highlights Chico Rodrigues in your report.
