The Attorney General’s Office brought charges against the former mayor of Hato Corozal (Casanare), Alexander Martínez Parra, who had not executed the resources allocated in 2019 to the indigenous community of the Caño Mochuelo reservation.
According to the investigation, the financial resources of the General Participation System provided for this vulnerable population, during the indicated period, would not have been executed by the then president, thus violating the right of these people to invest the budget programmed in their favor. as provided by law.
According to the evidence collected, this budget item was managed two years later, in 2021, that is, by a different administration than the one under investigation.
For the Attorney General’s Office, the obligation to promote the investment of these monies from the indigenous reservation was enforceable even since 2018, since the law says that “For its execution, a contract must be concluded between the territorial entity and the reservation authorities, before December 31 of each year, in which the use of the resources in the following year is determined.”
In the opinion of the Public Ministry, the official did not act with opportunity and diligence, “since it had the permanent obligation to comply with legal and constitutional provisions, especially when it comes to a service in favor of indigenous communities.”
The conduct provisionally accused of Martínez Parra was classified by the Regional Prosecutor’s Office of Casanare as serious misconduct by way of very serious fault.
