According to Kyodo News, the measure aims to solve the labor shortage caused by Japan’s aging population and falling birth rate. If the relevant new policies are implemented, it is expected that foreign workers in 14 industries, including construction, agriculture, and nursing, will benefit.

Japan implemented a very restrictive guest worker policy in 2019, allowing 14 fields to introduce foreign workers with “specific skills”, but they can only stay for a maximum of five years, and they are not allowed to bring their family members. Only foreign workers in the construction and shipbuilding industries can apply for a visa extension, but they must be able to pass the exam.
