The Internet is not just hardware, but a global network of shared standards and protocols. Andrii Nabok, Ukrainian representative of the Internet Corporation for Assigned Names and Numbers (ICANN), and Ukraine’s Deputy Prime Minister and Minister of Digital Transformation, Mykhailo Fedorov, have asked the agency to withdraw Russia’s Top-level domains (TLDs) “.ru”, “.рф” and “.su” and their associated Secure Sockets Layer (SSL) certificates.

In addition, Fedorov asked RIPE NCC, the regional Internet registry in parts of Europe, the Middle East and Central Asia, to revoke Russia and its Local Internet Registry (LIR)’s right to use its assigned IPv4 and IPv6 addresses and block its DNS root server.

It is reported that if ICANN and RIPE NCC agree and support Ukraine’s request to “shut down the Russian DNS root server”, it will have a devastating blow to the Russian Internet ecosystem. Industry insiders also pointed out that this would make “Russian civilian Internet users more vulnerable to attacks, leading to consequences such as the disclosure of bank certificates and website passwords,” but “little to little impact on the Russian government or military.”

So far, kicking Russia off the internet has not received widespread support. The RIPE NCC Executive Committee made it clear that “the means of communication should not be affected by domestic political disputes, international conflicts or wars, including the provision of properly registered Internet numbering resources.”
