The “Opinions” pointed out:

The ratio of direct economic losses caused by meteorological disasters to the region’s GDP has dropped from 0.3% during the 13th Five-Year Plan period to 0.2%;
By 2035, the level of meteorological science and technology and innovation capabilities will be significantly enhanced, the meteorological business will achieve precise monitoring, accurate forecasting, and fine service, basic meteorological public services will be equalized, meteorological disaster prevention and mitigation capabilities will be greatly improved, and the autonomous region will provide major strategies and serve public production.
