Olga Reisner: East Tyrol: District governor dismissed

Now things went quickly. District governor Olga Reisner loses her position in East Tyrol. She was recalled on Thursday. This was preceded by an extraordinary meeting of the Tyrolean state government at 9 a.m. Reisner was then informed of the move by State Governor Anton Mattle. The information was also sent to the employees of the district administration (BH). The decision was preceded by months, if not years, in which the employees of BH Lienz suffered from Olga Reisner’s management style.

For a long time, the problems, which according to allegations included bullying, psychological games, psychological violence and sowing rumors, were pushed aside by the BH Lienz staff representatives. At the end of January this year the barrel was full. After a report in the Kleine Zeitung about the district governor’s awarding of a post, the staff representatives in Lienz threw in the towel. This got the ball rolling for the recall. Finally, it was the state’s supervisory authority’s turn. This carried out comprehensive and elaborate surveys to verify the allegations made anonymously.

Irreconcilable loss of trust

State Governor Anton Mattle thanked the BH employees and called the dismissal an unusual decision: “But it must be stated without a doubt that a lot of trust has been lost.” State Office Director Herbert Forster added: “The surveys by the supervisory authority were also carried out the necessary confidentiality, the appropriate seriousness and the required fairness. In addition, several personal conversations were held with the head of the authority.”

Reisner remains an employee in the state service

Reisner remains an employee in the state service. A final assessment of official misconduct or criminally relevant matters cannot yet be made due to ongoing investigations by the disciplinary authority and the Innsbruck public prosecutor’s office. Deputy District Governor Bettina Heinricher is now running the Lienz BH on behalf of the district administration, and the head of the authority will be advertised immediately. The State Office Directorate was commissioned by the State Governor to develop confidence-building measures within the Lienz BH. The central office in Innsbruck ensures support in all matters, particularly technical and organizational matters.

After the resignation of the departmental staff representative (DPV) on January 31st, the central personnel representative took over their tasks. Since no lists or candidates were submitted by the end of the deadline for the new DPV elections, the central personnel representation with chairman Michael Eller will continue to ensure a trustworthy offer of exchange on site. “The ZPV was and is particularly keen to support its colleagues in the best possible way during this challenging time.”

Reisner took office in 2010

Olga Reisner took up the office of district governor in Lienz in June 2010. As a young person and as a woman, she was seen as a beacon of hope by the mayors of the district, but also in the district administration itself, where men had wielded the scepter until she took office.
