The term “public viewing” refers to the broadcast of football games shown on television outside the home environment, e.g. B. by a football club, a school, a city or an event agency. Such public viewing events are subject to a special license from the organizer of the football game in question. In the case of UEFA EURO 2024, this is UEFA.
As with previous UEFA European Championships, UEFA is offering interested third parties the opportunity to apply for a public viewing license. A brief overview of the associated conditions and the application process can be found below. There is also further information in the accompanying documents.
Important: In some countries, UEFA issues public viewing licenses directly, in other countries, the official broadcast partner of UEFA EURO 2024 is responsible for this (either directly or via a third party acting on behalf of). In these countries, special conditions/licensing fees may apply for public viewing events. Organizers of public viewing events in these countries should contact the relevant official broadcast partner of UEFA EURO 2024 for further information and to apply for a public viewing license. A link to the online application portal can be found at the bottom of this page.
1. The following information only applies to countries where the license is issued directly by UEFA
1.1 Non-commercial or commercial public viewing events
Public viewing events are divided into two categories: non-commercial and commercial. Non-commercial public viewing events have no commercial character at all. Commercial public viewing events have a commercial element, for example through charging entry fees or third party sponsorship of the event.
A public viewing license from UEFA is mandatory for both categories. Granting a license for non-commercial public viewing events is free of charge, while granting a license for commercial public viewing events requires royalties.
The only exception to the requirement to obtain a public viewing license concerns public broadcasts that are considered smaller events (as described below) or that take place in commercial premises that already have a regular commercial subscription to the official UEFA EURO 2024 events. 1.2 Terms and Conditions
Like other licenses, a public viewing license is subject to certain terms and conditions. Some aspects to highlight regarding the applicable terms and conditions:
• Public viewing licenses will be issued for the duration of the final tournament. It is at the licensee’s discretion to decide how many games to broadcast.
• Licenses for non-commercial public viewing events are free, while public viewing events of a commercial nature are paid and require a license fee.
• The Licensee is responsible (at its own expense) for all organizational matters relating to the public viewing event and for obtaining (and paying for) all necessary local permits and authorizations necessary for the organization and conduct of a public viewing event. event are required.

• To protect UEFA EURO 2024 Official Partners, a “protected window” will apply during which any on-screen activation (e.g. advertising) will be limited to UEFA EURO 2024 Official Partners.
• The organizers may not alter or modify the TV signal of the official broadcast partner of UEFA EURO 2024, whose signal must be used in the public broadcast event.

1.3 Special cases
Bars/Hotels/Restaurants
Commercial premises (e.g. bars/hotels/restaurants) that habitually show sports broadcasts on screens in their premises and have all necessary local permits to do so (including a “commercial premises” TV subscription from the relevant broadcaster) do not require a public broadcasting license by UEFA, provided that the broadcasts are not sponsored and no entry fee is charged.
Smaller events
Although these are public viewing events, UEFA will not require a license application for smaller events if both of the following conditions are met:
– the maximum capacity of events is 300 people at any time; and
– there is no commercial activation (e.g. sponsorship activities or entry fees).
Organizers of such events must still ensure that they comply with UEFA’s Conditions for Public Viewing Events and obtain all applicable local permits and authorizations. In addition, UEFA reserves the right to withdraw this automatic consent for such public viewing events if organizers do not comply with UEFA’s public broadcast conditions and/or do not have the necessary local approvals and authorizations.
Special Conditions for Host Cities
UEFA, together with the host cities, operates the official UEFA EURO 2024 fan zones in each of the host cities. Visitors to these fan zones can watch the games on large screens and take advantage of the additional facilities and entertainment options. Therefore, public viewing licenses for events in the UEFA EURO 2024 host cities will only be granted in exceptional cases. In addition, under no circumstances may any public viewing event take place within a two (2) kilometer radius of any stadium hosting final tournament matches or the official UEFA Fan Zone.
1.4 Fees
Only commercial public viewing licenses are subject to payment of a license fee to UEFA. A commercial public viewing is an event that:
• generates direct revenue through the sale of products, goods and services and/or;
• Offers branding or other commercial activations to third parties and/or;
• Entrance fee required.

CAA Eleven, the exclusive agency of UEFA EURO 2024, is responsible for the implementation of the UEFA EURO 2024 public viewing program on behalf of UEFA. Application and, if relevant, payment for a license
Applications for public viewing licenses can only be made online via the Application portal be sent in. The portal opens in January 2024.
If license fees are payable to UEFA, payments can only be made by credit card and must be received by UEFA before the license is issued. The fees paid cannot be refunded, regardless of whether the public viewing event actually takes place. The fees are net and do not include VAT.
