The Serbian member of the BiH Presidency, Željka Cvijanović, will address the session of the United Nations Security Council via video link today.

Russia requested the meeting after the letter sent to the Security Council by the Serbian member of the three-member BiH Presidency, Željka Cvijanović, dated April 25, reports Security Council Report.

The letter states that BiH has faced “critical challenges” in recent years that “threaten its functionality and long-term sustainability”, and highlights “abuses in the field of foreign policy”, including efforts to promote the draft resolution of the General Assembly entitled “International Day of Remembrance to the genocide in Srebrenica in 1995”.

It is expected that Cvijanović’s initiative for the resolution will be presented as undermining the constitutional framework and provisions established by the Dayton Peace Agreement with reference to Article V(3) of the Constitution of BiH, which states that the Presidency of BiH – which consists of all three members – is responsible for conducting the foreign policy of BiH , without emphasizing that the RS did not agree to the draft resolution.

The Permanent Representative of the Russian Federation to the UN Vasiliy Nebenzja warned earlier that the resolution on Srebrenica could destabilize Bosnia and Herzegovina and that Russia will never support it. Nebenzja pointed out that the draft text of the resolution is incompatible with the Dayton Peace Agreement, because one of the entities that make up the state of BiH never gave its consent.

It is expected that the members of the UN Security Council will express different views on the situation in Bosnia and Herzegovina.

“Deep divisions regarding BiH’s Euro-Atlantic integration and possible accession to NATO, especially between Russia on the one hand and the United States and EU members on the other, determine the dynamics of the Council in relation to BiH”, it is stated in the analysis.

As announced on the UN website, the Assistant Secretary General of the Security Council for Europe, Central Asia and America, Miroslav Jenča, will also participate in the session.
