The SAR government expressed firm opposition and reiterated that the Hong Kong SAR is inseparable from China. In part, it enjoys a high degree of autonomy under “one country, two systems” and is directly governed by the Central People’s Government. The SAR government once again urges the United Kingdom to respect international law and basic norms of international relations and stop interfering in the country’s internal affairs through Hong Kong affairs.

A government spokesman stated that he firmly opposed the false allegations in the report against improving the electoral system. As Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council and vice chairman of the National Committee of the Chinese People’s Political Consultative Conference, pointed out earlier at the publication ceremony of “Hong Kong’s Participation in National Reform and Opening-up”, the upcoming general election of the Legislative Council has four characteristics, namely, broad representation, political tolerance, Balance participation and fair competition.

The spokesperson said that improving the electoral system enables the full implementation of the principle of “patriots ruling Hong Kong” to ensure that all members of the Legislative Council are people who love the country and Hong Kong, national development interests, and Hong Kong’s long-term prosperity and stability. Candidates come from different backgrounds and political spectrums. They were directly elected through election committees, functional groups, and districts to balance the overall interests of Hong Kong, the interests of sectors, and the interests of the region. Regarding the Hong Kong National Security Law, a government spokesperson stated that the Hong Kong National Security Law ensures that the Hong Kong Special Administrative Region can unswervingly and fully implement the principles of “one country, two systems”, “Hong Kong people ruling Hong Kong” and a high degree of autonomy. The citizens continue to enjoy the rights and freedoms under the Basic Law in accordance with the law. The four types of crimes endangering national security stipulated by the Hong Kong National Security Law are rigorously defined, and law-abiding persons will not fall into the law net by mistake. “The SAR government emphasizes that law enforcement agencies take their law enforcement actions based on evidence, strictly in accordance with the law, and based on the behavior of the relevant person or unit, regardless of their political stance, background or occupation.”

The report is concerned about the prosecution decision and judicial independence of the Hong Kong Special Administrative Region. The spokesperson of the Special Administrative Region Government reiterated that the Basic Law stipulates that the prosecution work shall be supervised by the Department of Justice without any interference and no political considerations. No one shall interfere in accordance with the law. For independent prosecution decisions, the Basic Law also stipulates that the Hong Kong Special Administrative Region shall enjoy judicial power and the power of final adjudication. The courts shall conduct independent trials without any interference.
