Orlando, in a few days a table to find an agreement on smart working

by admin

“On smart working I am giving good news: we have started discussions with the social partners, by the end of the month I will convene a wide table to discuss a framework agreement”: said the Minister of Labor Andrea Orlando, at the Social Week of Italian Catholics. For Orlando, we need to focus on three things: “What is the security level of what becomes the workplace, how the right to disconnect is guaranteed, and how goods such as data are guaranteed”. “We must ensure that the social dialogue begins to define limits, and where it is necessary, legislation intervenes.”

Uilpa’s position

“On smart working in the public administration, we are going in the right direction”. This was stated by the general secretary of Uilpa, Sandro Colombi, explaining that the Guidelines presented yesterday by the Minister of Public Administration, Renato Brunetta, incorporate some requests brought forward by the Uil, including “that of avoiding pre-packaged solutions regarding numbers, percentages, levels , personal conditions and professional characteristics of the recipients. ” For the trade union – he explains – government regulation must limit itself to defining a general framework that allows confrontation with the workers’ representatives to develop within each administration, leaving the parties free to set the most suitable organizational conditions for the specificities of each body. “.

The Guidelines explicitly state that they “partially anticipate” the provisions of the National Collective Labor Agreement and aim to outline the procedures for carrying out agile work with specific reference to “the right to disconnect, the right to specific training, the right to the protection of personal data , the regime of permits and absences and the compatibility with any other institution of the employment relationship and contractual provision “. Outside this regulatory perimeter there is only the collective agreement. It is also important, specifies the clarification on the provision to the worker of “suitable technological equipment” and of the internet connection. And that on the provision of specific training initiatives reserved for those who work in an agile mode. It is also important, explains the trade unionist, the definition of a ‘another type of telework “with a time constraint”. That is, with predetermined daily working hours and, therefore, conceptually different from agile work. “Beyond the media noise – he concludes – the patient action of the union is bearing fruit in the ‘interest of users of public services and workers’.
