This is what 3PItalia will do, which has been awarded, in aggregation with the lead partner and agent Bip, a consultancy company founded by Nino Lo Bianco, a 36 million euro Consip tender to support the digitization of local and central PAs. This was announced to DigitEconomy.24 (report by Sole 24 Ore Radiocor and the Luiss Business School) Carlo Ghezzi, CEO of the company founded in early 2020 by Linkem and Easygov. «It will be an operation involving at least three players: the PA, the RTI (temporary grouping of companies) of which 3P Italia belongs and the suppliers of technology solutions; 3P will have the role of supporting the organization, planning, control and general coordination of digitization programs for the next few years, supporting the public administrations with the role of third party advisor in the governance and management of the initiatives “. The contract lasts 24-36 months, but the duration of the individual services, explains Ghezzi, “is in line with the duration of the individual projects to which they will apply”. The order is divided into three lots, 3PItalia and Bip are present in all of them while the other eight partners are spread over the various parts.
“The framework agreement offers the public administration the possibility of being flanked and supported”
The tender concerns a framework agreement and, for the first time, explains Ghezzi, “it offers public administrations the possibility of being supported and supported to carry out a series of digitization interventions of public administrations”. For Ghezzi «a concept of public and private partnership is strengthened, which is the distinctive factor of our company. It is a unique opportunity to give impetus to the activity of the public administration in the creation of a series of services and investments in the digital field “. The framework agreement could also be read in a PNRR key, given that the implementation of projects financed with EU resources will be the real test for the Italian administrations.

“This is an opportunity also in view of the management of the NRP”
«We certainly expect this agreement to be an opportunity also for the public administrations that will have to manage the NRP. The beneficiary administrations will be able to hire our services precisely to monitor and optimize the expenditure and the interventions envisaged by the plan ”, explains Ghezzi. The new contract will constitute an important part of the turnover of 3P Italia which, in its first year of life, in 2020, achieved 500 thousand euros in revenues, in 2021 it totaled 1 million, in 2022 it aims to double, to reach the 2023 with 4 million in revenues. «Our share in the Consip tender is variable compared to 36 million and is linked to the results and the public administration that we will be able to involve. Now a phase begins in which we could promote the new instrument ».
“With the new concessions, we will hire staff, perhaps already with a relationship with the PA”
3P was born with a 5 million euro project financing with the province of Brescia for 5 years. At the end of December, another 18-year project financing concession of 18 million euros was received for the province of Lecco. At the moment the company has 15 employees, but with the arrival of new orders, this year it could hire 10 people, to reach 40 employees in 2022. “Where we will activate the concessions – explains Ghezzi – the logic is to recruit in a correlated manner, perhaps personnel who already have a relationship with the local public administrations”. In the near future, the company looks to artificial intelligence and blockchain to facilitate the life of public administrations. «I am studying the services that we will sell in the concessions. For example, we are studying how to digitize, through smartphones and blockchains, the granting of permits ». Finally, the company proposes itself as «as a broker for the transfer of good practices. We strongly believe – concludes Ghezzi – in the Pa communities that come together to solve problems ».
