According to the industry association GDV, on average only 54 percent of residential buildings in Germany are insured against natural hazards such as floods; in regions such as Lower Saxony, which was extensively flooded in December, the figure is even less than 35 percent. In order to increase the rate, politicians have been considering compulsory insurance since the flood disaster in the Ahr Valley. Whether it will be accompanied by a uniform bonus is still unclear. The GDV is resisting this because it fears that this could create false incentives for homeowners to build in endangered regions again.
