An Ambrosetti survey shows that 77% of companies that participated in a Pnrr call for tenders encountered difficulties linked above all to the complexity of interpretation (28% of difficulties) and poor dialogue with the contracting entity (23%). To gather the companies’ point of view in evaluating the effectiveness of the Plan, The European House – Ambrosetti conducted a survey involving the 450 CEOs and top management of the main Italian companies that are members of the Teha Club.
Half of the respondents declared that they had not participated in any Pnrr tender due to the limited variety of production sectors directly involved in the Plan. On the other hand, of the companies that participated in a tender, it emerged that 36% presented a project within the scope of Transition 4.0. Of this 36%, only 8% exploited the resources to finance projects already planned before the Pnrr, while the remaining 92% used the Pnrr as a driving force for new investments or modernizations.
Among those that participated in the tenders, the majority of companies had already worked previously with the public administration. The survey thus investigated the differences in the management of tenders in the Pnrr context compared to the previous situation: “The survey does not highlight any improvements: all the respondents did not highlight improvements in the clarity of the information provided, in the reduction of the bureaucracy of the procedures and in the reduction of response times and processing of practices”.
