Stop Work Authority. Three words to say that every worker has the authority to stop construction sites or their work in case of safety risks. This is the provisions of the new supply chain protocol signed by Aspi with the transport and logistics and construction unions (Filt Cgil, Fit Cisl, Uiltrasporti, Sla Cisal, Ugl viabilità, Fillea Cgil, Filca Cisl, Feneal Uil), in the presence of Minister Andrea Orlando, which provides for the establishment of a control room with the social partners for the development of projects for the continuous improvement of safety.
As Roberto Tomasi, CEO of Autostrade per l’Italia explains, “safety in the workplace is not just a priority, but an essential value of Aspi, which is shared between employees, trade unions, operators in the supply chain and stakeholders. The signing of the protocol confirms the importance of coordinated work by all the actors involved, including social bodies, to pursue the goal of “zero accidents”. We have set goals and activities to guarantee workers adequate and safe working conditions, in line with our corporate transformation plan, becoming more and more a point of reference for the entire sector ».
It is «an innovative agreement that unifies and actively allows different sectors to communicate with each other: from logistics to construction. A fundamental connection that could positively influence the resolution of the problems encountered so far in the safety field and that, even as a Ligurian, I can only welcome with satisfaction – affirms the Minister of Labor and Social Policies, Andrea Orlando -. It is another choice that fully falls within the spirit of the initiatives promoted by the ministry, which sees the involvement of the entire supply chain in the paths linked to safety. The subcontracting chain, in fact, is often the place where the weaknesses of the system are found most, an issue that is always under our attention and is continuously monitoring and developing concrete interventions “. The minister’s hope is that now the agreement “can also have a reference function for many other concrete situations with the hope that the involvement of Aspi can affect the whole sector and also the processes of the smaller companies”.
Actions
In practice, the protocol provides for giving each employee the authority to interrupt construction sites or their work, should they believe that these may present safety risks. Furthermore, the company will organize periodic visits by the company management to the construction sites to listen to the needs of the workers and will favor the alliance between the companies in the supply chain aimed at strengthening and encouraging virtuous behavior on construction sites, to achieve the “zero accidents” objective.
The participatory model
The agreement is a new piece of the participatory model that has been enhanced by all the most recent agreements with trade unions. This is an aspect underlined by Gian Luca Orefice, director of Human Capital, Organization and HSE of Autostrade per l’Italia: “The agreement stands as a fundamental step in the path that has seen Aspi and the social partners share a series of agreements, in which a participatory model of industrial relations is placed at the center. We believe that the implementation of workplace safety policies is strategic for us, also with a view to integrated management of the various entities belonging to the group and aimed at extending this culture throughout the supply chain, in terms of inclusion and systemic vision. of the transport sector “. The agreement, which will concern 9 thousand workers of the group companies and the same number of related industries, of which at least 3 thousand builders,” represents the first group protocol on the subject of health and safety of workers, which is placed at part of an all-out action that has seen us at the forefront on this front, from the protocols signed at the MIT for the PNRR works to the establishment of a safety observatory at the MIMS “, declared Vito Panzarella, Enzo Pelle, Alessandro Genoese, general secretaries Feneal Filca Fillea.
“It is an agreement – add Filt-Cgil, Fit-Cisl, Uiltrasporti, Sla-Cisal and Ugl Viabilità e Logistica – in continuity with the previous agreements with Aspi that are consolidating a model of participatory trade union relations and we appreciate in particular that, from from the point of view of health and safety, the parties recognize the same dignity to workers in the supply chain as contract workers. We also appreciate Minister Orando’s personal commitment to supporting policies related to health and safety in the workplace with further and specific regulatory interventions ».
