The “Action Plan for Promoting Trade-in of Consumer Goods for New” issued by 14 departments including the Ministry of Commerce was released on April 12. Driven by improving technology, energy consumption, emission, and other standards, the plan aims to incentivize consumers to trade in their old consumer goods for new ones.
The plan is guided by policies that encourage smooth circulation and is based on fully respecting the wishes of consumers. It aims to gradually establish an effective mechanism that makes it easier for people to get rid of their old items and be more willing to replace them with new ones.
One major aspect of the plan is to encourage the replacement of smart, green, and low-carbon consumer products. For example, it promotes the exchange of cars for energy-efficient vehicles by providing fixed subsidies to consumers who scrap high-emission passenger cars or qualifying new energy passenger cars. Financial institutions can also independently determine the down payment ratio for self-use car loans, while infrastructure for electric vehicle charging and swapping will be improved.
Additionally, the plan promotes the replacement of home appliances with “smart” products. It includes funds for the construction of modern trade circulation systems and supports the recycling of used household appliances. Qualified places are encouraged to provide subsidies for consumers to purchase green smart appliances, and household appliance companies are supported in exchanging old appliances for energy-efficient ones.
Furthermore, the plan promotes the “renewal” of home decoration, kitchens, and bathrooms. Localities are encouraged to support the renovation of old houses, upgrades of kitchens and bathrooms, and other home improvements to promote smart home consumption.
Overall, the action plan aims to boost the trade-in of consumer goods for new ones, ultimately contributing to a more sustainable and environmentally-friendly consumption pattern.
