Until the launch of the new campaign, the incentives that were defined by a 2022 Prime Ministerial Decree will be in force. A double track that can generate confusion among buyers but which was deemed essential by the ministry’s technicians to avoid creating a market void. Therefore, last January 23rd, the deadlines for bookings by dealers were reopened. For cars the maximum contribution is 5 thousand euros (electric cars in the 0-20 g/km of CO2 range) with scrapping of a car from Euro 0 to Euro 4. For commercial and industrial vehicles the maximum is 14 thousand euros (models between 7 and 12 tons) scrapping between Euro 0 and Euro 3. Those who now purchase two, three or four-wheeled motorcycles and mopeds can benefit from a maximum of 4 thousand euros for an electric model, up to 40% of the purchase price, with scrapping from Euro 0 to Euro 3.

Up to 13,750 euros with ISEE under 30 thousand euros

Those who wait for the new campaign will be able to obtain higher eco-incentives. The amount will be more generous for those who scrap and will progressively rise based on how old and therefore polluting the vehicle to be delivered is. Obviously, how “green” the new car is also matters. The maximum, 11 thousand euros, can be obtained by purchasing an electric vehicle (range 0-20 g/km of CO2) by scrapping a Euro 2. There is a further increase for natural persons with ISEE under 30 thousand euros: in this case the eco-bonus rises by another 25%, to 13,750 euros. The price caps already in force are confirmed: it will be possible to purchase models for up to 35 thousand euros (excluding VAT) in the 0-20 and 61-135 ranges and up to 45 thousand euros for plug-in hybrids (21-60). A favorable lane will be provided for customers with ISEE under 30 thousand euros who will also be able to scrap Euro 5 cars, provided they purchase an electric or plug-in model. Finally, a novelty is the opening to the purchase of used cars – 2 thousand euros, up to 160 g/km of CO2, and with a price of up to 25,000 euros – if accompanied by the scrapping of a car up to Euro 4. For industrial vehicles, on the other hand, will reach up to 18 thousand euros (electric and hydrogen models) scrapping from Euro 0 to Euro 4. The discussion is still open for motorbikes and scooters, with amounts and type of fuel that will be decided when the calculation of available resources is final.

The available endowment cannot yet be determined with certainty. We start from 860 million. A fixed point is 330.2 million surpluses from previous years. Then there is the 2024 dowry, equal to 640 million (of which 570 for cars, 20 for commercial vehicles and 50 for motorcycles and mopeds), but it will be necessary to see to what extent it will be eroded by the incentives currently in force. The counter on the ecobonus.mise.gov.it platform, updated yesterday, says that we have already dropped to 531.2 million of which 471.6 million for cars (including 22 million reserved for car rental operators). It should also be considered that these are reservations and therefore only once the operation is completed and accounted for will there be certainty of the resources actually consumed. With the 2024 funds, the government will have used 2.66 billion of the automotive fund from a total of 8.7 billion until 2030 allocated with the 2022 Energy decree. So far only 750 million have gone to interventions to support the production chain, from contracts development to innovation agreements. Further measures in this field have been on hold for over a year, also because the automotive table and, above all, the agreement with Stellantis on production levels are expected to be closed. It is clear that an agreement with the group, to which a large part of the national components is linked, would clearly guide the packaging of the new facilitation tools.
