Published by Franco Angeli, the report entitled “Italy after the health crisis. A new pact between distribution and businesses: the role of commercial distribution”, shows how in recent years the acceleration towards the globalization of activities and the slowdown of Italian economic growth highlighted the criticalities present in the Italian commercial legislation. Criticisms that have worsened with the pandemic and that make interventions to overcome them even more urgent. “We are experiencing paradoxes that take away the competitiveness of Italian distribution companies and slow down the recovery of many production sectors in our country – said Francesco Pugliese, CEO of Conad in the debate that followed the presentation – The Pnrr prepared by the government contains the necessary interventions: stimulation of competition, simplification of bureaucracy, uniformity of the rules on the territories and among the different companies. The law passed in 2011 allows companies, for example, to determine their own opening hours, but many regional laws make its application difficult: it is in the interest of consumer citizens, workers of retail companies and companies in the sector to have a clear regulatory framework, to offer more services, more jobs, more investments. Then – continued Pugliese – the regulatory asymmetry that regulates the activity of e-commerce companies from those of traditional commerce: we must be able compete on the same level, we cannot grant incredible privileges to the former and penalize the latter. Finally – he concluded – we must rethink the relationship between the state and businesses and restore absolute trust in the justice of operators, to attract and promote those investments that can create new businesses and new jobs “. For the Deputy Minister of Economic Development with responsibility for Commerce , Gilberto Pichetto Fratin, who concluded the meeting, “the simplification and de-bureaucratization of the trade and distribution sector, in line with the cornerstones of the PNRR identified by the Government, is an essential goal to make business activity an opportunity of growth. Our perspective, therefore, is to commit ourselves to a real process of bureaucratic simplification, which goes beyond the logic of detailed administrative measures, thus hoping on the one hand a more careful accountability of the operators, and on the other hand controls that are a posteriori.
