You can apply for subsidies for the purchase of mobile phones, home appliances and other products, and the cumulative subsidy per person can reach 2,000 yuan.According to reports, on April 30, the Shenzhen Municipal Bureau of Commerce issued a notice on the “Guidelines for the Application of Subsidy for the Purchase of Consumer Electronics and Household Appliances in Shenzhen”, and decided to implement the subsidy activities for the purchase of consumer electronics and household appliances from May 1, 2022.
Consumers will be subsidized by 15% of the sales price for eligible consumer electronics and household appliances. During the event, the cumulative subsidy amount per person shall not exceed 2,000 yuan. The sales price is subject to the tax-included price of the product’s sales invoice.
Among them, the total subsidy fund for consumer electronics is 70 million yuan, and the total subsidy fund for household appliances is 30 million yuan.
In principle, this subsidy activity will run from May 1, 2022 to August 31, 2022.
It was previously reported that from April 28, Shenzhen will issue 500 million yuan of consumer coupons to Shenzhen consumers through Meituan and JD.com, which can be used in various consumption scenarios such as shopping, food, and tourism.
It is reported that the 500 million yuan consumption coupons are divided into 400 million yuan shopping coupons, 60 million yuan catering consumption coupons, 10 million yuan cultural, sports and tourism consumption coupons, and 30 million yuan digital RMB red envelopes.
Shenzhen Consumer Electronics and Household Appliances Purchase Subsidy Application Guidelines
These Guidelines are formulated to continue to expand domestic demand, promote consumption, drive production, provide benefits to citizens and real profits for enterprises, encourage consumers to purchase consumer electronics and household electrical appliances, and further stimulate consumption vitality and consumption growth.
1. Subsidy conditions
(1) Requirements for subsidy applicants
1. The subsidy applicant is an individual consumer.
2. From May 1, 2022, subsidy applicants can purchase from the offline stores of eligible retailers (Annex 1, available through the official website of the Shenzhen Municipal Bureau of Commerce, the “Shenzhen Business” WeChat public account or consulting companies) Consumer electronics and home appliances, and obtain sales invoices.
3. Through the China UnionPay “Cloud QuickPass” APPPayment QR code is scannedComplete the payment.
(2) Requirements for consumer electronics and household appliances
1. Consumer electronics include: mobile phones, computers (tablets) and accessories such as headphones, audio, whole-house smart home appliances, smart wearable devices, consumer drones, smart home robots and other categories.
2. Household appliances include: TV sets, air conditioners, refrigerators, washing machines, kitchen appliances, small household appliances and other categories.
Categories other than those listed above and the above-mentioned product accessories do not participate in the subsidy. For the list of offline stores and product categories of participating retailers and enterprises, please refer to the attachments (Annex 1 and 2, the list will be continuously updated).
2. Subsidy standard
1. Consumers will be subsidized by 15% of the sales price for the purchase of eligible consumer electronics and household appliances. During the event, the cumulative subsidy amount per person shall not exceed 2,000 yuan. The sales price is subject to the tax-included price of the product sales invoice.
2. The total subsidy fund for consumer electronics is 70 million yuan, and the total subsidy fund for household appliances is 30 million yuan. If the subsidy funds are used up, the Municipal Commerce Bureau will promptly issue an announcement to terminate the activity. If the total amount of subsidy applications submitted before the announcement of the termination of the subsidy activities exceeds the total amount of the subsidy fund budget, the eligible subsidy objects will be determined in order based on the transaction time recorded by the China UnionPay “UnionPay” APP.
3. Activity cycle
In principle, this subsidy activity will run from May 1, 2022 to August 31, 2022. But subject to the total budget control, first come first served, while stocks last.
4. Application materials
(1) Shenzhen Consumer Electronics and Household Appliances Purchase Subsidy Application Form (Appendix 3, referred to as “subsidy application form”), which needs to be signed by the subsidy applicant.
(2) A copy of the sales invoice for the purchased product.
5. Application process
1. The subsidy applicant purchases goods in the offline stores of eligible retailers (see Annex 1 for the list) and obtains a sales invoice, and passes the China UnionPay “UnionPay” APPThe payment QR code is scanned to complete the payment；
2. The subsidy applicant should fill in the subsidy application form in the offline store of the retailer, and submit it to the store together with the application materials such as the sales invoice.
3. The retailer enterprise will summarize the application materials to China UnionPay, and after the preliminary review by China UnionPay, it will be sent to eligible consumers.Payment account when purchasing goodscorresponding subsidies.
6. Supervision and inspection
1. Retailers should accurately introduce to consumers the application of this subsidy policy to the products they sell, and must not mislead or deceive consumers, or take the opportunity to drive up prices or raise prices in disguised form, and must not engage in illegal acts such as forced bundling and tying.
2. Subsidy recipients are responsible for the integrity and authenticity of the application materials. Those who fail to provide complete, valid and authentic materials or do not meet the requirements after review will not be eligible for this subsidy fund.
3. In order to ensure the smooth progress of the activities, if it is found that retailers and subsidy objects are cheating, using improper means (including but not limited to brushing, cashing out, providing false certificates or invoices, false transactions, etc.) to defraud and obtain subsidy funds, etc. For violations of laws and regulations, the Municipal Bureau of Commerce will withdraw the subsidy funds that have been issued, and cancel the eligibility of retailers and subsidy recipients to participate in the activities.
4. If it is found that retailers and subsidy recipients have used the above-mentioned improper means to defraud or arbitrarily obtain subsidy funds, they will be dealt with in accordance with the relevant provisions of the municipal government on punishment for dishonesty, and corresponding responsibilities will be investigated in accordance with relevant laws, regulations and rules; suspected crimes If it is found, it shall be transferred to judicial organs for handling according to law.
Seven, matters needing attention
1. A separate invoice must be issued for the active commodity, and the payment amount and invoice amount must be the same as the commodity price.
2. The subsidy object, the name of the purchaser in the sales invoice (that is, the title of the invoice), the real-name authentication user name of the China UnionPay “UnionPay” APP, and the owner of the payment account must be the same natural person. If they do not belong to the same natural person, they will not be able to obtain subsidy funds.
3. Subsidy recipients must pass the China UnionPay “Cloud QuickPass” APPThe payment QR code is scanned to complete the payment。
4. The accumulative amount of subsidy received by the same subsidy object shall not exceed RMB 2,000, and the time of subsidy distribution shall be subject to the actual arrival date.
5. Before receiving the subsidy funds, the subsidy object must properly keep the outer packaging of the purchased goods in order to cooperate with the audit, audit and random inspection.
6. Subsidy applicants must ensure thatPayment account when purchasing goodsIt is in normal use so that the subsidy funds can be distributed accurately and in a timely manner.
7. If the consumer returns the product after receiving the subsidy funds, the retailer store or the sales company will deduct the corresponding subsidy amount from the return payment. For example: Consumer A pays 3,000 yuan to buy a 5G mobile phone in a store, and gets 450 yuan of subsidy funds for the purchase of consumer electronics and household appliances in Shenzhen. If a return occurs a few days later, the refund amount returned by a store to Consumer A is: 2550 yuan.
8. There is no fee to apply for this subsidy.
9. The Shenzhen Municipal Bureau of Commerce is responsible for the interpretation of policy formulation issues; the China UnionPay (Shenzhen) Branch is responsible for interpretation of technical issues such as payment.
