MILANO – Allocate public resources to contain energy increases, but also review reference and fuel prices in a more long-term perspective. It is one of the commitments that the majority requests from the government, in the context of the resolution on the Def that was approved by the House. The classroom in fact gave the green light to the document with 412 votes in favor and 55 against, by Fdi and Alternativa. The assembly also welcomed with 407 yes, 22 no and 36 abstentions the report to the parliament that updates the public debt repayment plan. For this vote, which required an absolute majority, the Fdi group had announced its abstention while Alternativa voted against.
The resolution confirms the menu of requests that can hardly be accepted, given the approximately 6 billion available to the government for the next aid decree scheduled for days. There are all the indications expected on the eve, with particular emphasis on the problems concerning the increase in energy prices. The “spaces deriving from the maneuver” must be allocated to “new expansionary initiatives by providing further interventions to contain the increase in energy prices as well as by revising the system of reference prices and fuels”, is one of the twelve commitments indicated by the majority. In particular, the document calls for “the necessary liquidity to companies through the granting of guarantees, also in light of the new communication from the commission on the new temporary framework for state aid as well as the sectors most affected by the current emergencies”. While specific resources must be directed, the resolution continues, to local authorities struggling with rising energy prices.
The majority commits the government, therefore, “to strengthen dialogue with trade unions, employers and self-employment organizations aimed at increasing the productivity of businesses on the one hand and supporting work by promoting tax or contribution relief measures on the one hand”.
Resources to health agencies, strengthen Ukrainian reception
“Provide, in favor of local authorities, resources aimed at containing the increase in energy prices also through the use of budget flexibility. Continue to support the response of the health system. Adjust the funds destined for public investments to unexpected dynamics of the costs of energy and raw materials both for the works in progress and for those to be awarded “with priority to the projects of the NRP, it is foreseen in the resolution that also calls for” strengthening the reception policies towards Ukrainian refugees “.
Superbonus, extension for villas
The Government must “extend the deadline currently envisaged” which obliges single-family houses to carry out 30% of the works by June to take advantage of the Superbonus, the document still provides. The text also specifies that “the percentage of 30% of the total intervention” must refer “to the complex of works and not to the individual works involved in the intervention”. The resolution also calls for a relaxation of the limits for the assignment of building loans, allowing it to institutions other than banks and insurance companies.
Expand the social bonus
Among the indications, those of initiatives to tackle food poverty, “also expanding the social bonus”, to combat “generational, territorial, gender and wage disparities, with interventions aimed at reversing the country’s demographic trend, also by fully implementing the interventions envisaged by the family act “. The text also asks to continue with “the contribution exemption measures” to favor the integration of women and young people into the world of work, “by strengthening the interventions in support of the economic recovery in the South and in the other disadvantaged areas of the country, in order to to prevent the crisis triggered by the health emergency from accentuating the disparities between the various areas of the country “.
