Figure 1 shows the per capita expenditure as shown by the municipal budgets.2 It emerges how Naples is the municipality with the highest expenditure among those considered. This figure, however, includes some items (financial advances and expenses on behalf of third parties) which are round-trip items, or expenses which correspond to income of the same amount, and which must therefore be excluded from the calculation of the total expenditure because they do nothing but “inflate “the total expenditure of the administrations. 3
