Lo Russo raises the alarm in disruptions: ‘The Municipality lacks 5,000 employees’

TURIN. An emergency in numbers: in the Municipality there is no half of the managers who would serve and 40% of the employees of the lowest grades. Stefano Lo Russo admits this, during the first session of the municipal council of his administration. Among the top figures “there are 86 while the organic plan provides for 164”, explained the mayor. Of managerial instructors, the next lower step, “2,256 people are in service against the expected 3,360”. A massacre also on officials: almost 2,600 are missing, of which a thousand between administrative and pedogical instructors. Employees of category B, still lower, “wanted” 1,145 units. Total of all items: compared to 7,500 employees, more than five thousand are missing. This would raise the staff of the Municipality at the time of the first Chiamparino, an era in which the municipal machine was considered to be mammoth and in need of a slimming treatment.

For Lo Russo, on the other hand, that of personnel is “a real emergency, if we also consider that in the first half of 2022 other workers will retire”. The effects are obvious: “In this way there is a very strong reduction in the services provided, from social services to the registry office, passing through construction”. And this is the first, real, big grain. To be resolved «also for European funds, which cannot be used with this staff, since they require planning and deadlines». Lo Russo – who will be in Rome on Thursday, where he has scheduled appointments at the Ministry of Economy – indicates the main way to deal with the question of managers, bringing the guidelines for the reorganization to the first session of the Council. “There are three ways and we will use them all: resorting to mobility from other bodies, giving fixed-term positions and opening a new season of competitions for permanent employment”. And specifies that “one of our mandate objectives will be to eliminate precarious work from the Municipality, because it kills the public administration and the provision of services”.

In the meantime, the work of the new City Council officially began yesterday. The new president of the assembly, elected on the occasion, is Maria Grazia Grippo, of the Democratic Party. Ludovica Cioria acted as deputy, in the majority shares and always in the Democratic Party, and Domenico Garcea, expressed by Forza Italia for the opposition. There was no lack of controversy, carried out by both sides. Silvio Viale, of the Radicals and first elected from the Lo Russo Mayor Civic List, did not vote on the bureaucratic acts of validation of the elected officials. And this is because, according to him and his party, Paolo Damilano (who with the defeat at the polls became a city councilor) would be ineligible, given that he had not resigned from the presidency of the Film Commission within the due time. Here, just yesterday Damilano was the only one absent in the forty of the Red Room, for health reasons, as explained by his staff. The second front, on the other hand, was opened by the M5s group leader Andrea Russi, who together with his group and other 7 councilors (probably Lega and Fratelli d’Italia) did not vote for the election of the president, explaining that “the majority it decided on its own without seeking any hypothesis of convergence with the opposition ». –
