The main modifications are:
(1) Updated the calculation method and assessment ratio of new energy vehicle points
In order to promote the implementation of the “dual carbon” strategy and ensure the realization of the new energy vehicle development goals and fuel consumption targets of the “New Energy Vehicle Industry Development Plan (2021-2035)”, comprehensively consider technological progress, cost reduction and compliance costs of new energy and fuel consumption credits Changes, based on the basic principle of balance between the positive points of new energy vehicles, the negative points of new energy vehicles, and the negative points of fuel consumption, the calculation and calculation of points requirements in 2024 and 2025 are proposed. The 2024-2025 standard model points of new energy passenger vehicles will be reduced by an average of about 40% compared with the previous stage (which is basically the same as the 32%~52% reduction in 2021-2023), and the new energy vehicle points assessment ratio is set to be 28% and 38%, and the calculation method of points and the upper limit of points have been adjusted accordingly. Considering that fuel cell passenger vehicles are still in the stage of demonstration operation and development, in order to reflect the encouragement orientation, a certain relaxation has been given in terms of model scores, and the standard model single vehicle score has been reduced by 20%. In order to guide technology upgrades, the adjustment factor of the power battery energy density between 90Wh/kg and 105Wh/kg and the model between 105Wh/kg and 125Wh/kg will be adjusted down to 0.7 respectively. and 0.8.
(2) The adjustment mechanism of the points trading market has been added
In order to ensure the basic balance between supply and demand of points and stabilize corporate expectations, a new chapter on “Regulation Mechanism of Points Trading Market” has been added. The first is to establish a point pool system. When the supply of points in the point market exceeds the demand, enterprises will voluntarily apply for the purchase and storage of positive points for new energy vehicles; when the supply is less than demand, the positive points of new energy vehicles stored will be released to adjust the supply and demand in the points market. The second is to study and set the trigger conditions for the accumulation and release of points in the point pool. According to the historical transaction situation of the points market, quantitatively evaluate the ratio between the price and value of points in 2017-2020 and the relationship between market supply and demand. When the ratio of supply and demand is 1.5 times, the price of points is similar to the value of points; when the ratio of supply and demand is greater than 2.0 times, the price of points will deviate significantly from the value of points. In this regard, the supply-demand ratio of 2.0 times and 1.5 times is used as the triggering conditions for the accumulation and release of points in the point pool. start up. The third is to clarify the preferential conditions and upper limit requirements for the purchase and storage of the point pool. The positive points of new energy vehicles purchased and stored in the point pool are not subject to the requirements of the point carry-over ratio, and are given a five-year validity period. The percentage of points shall not be higher than 40% of the total positive points of new energy vehicles generated and carried forward in the current year. The fourth is to clarify the release mechanism of the points pool. After the point release is activated, the point pool will automatically release the points until the supply and demand ratio reaches 1.5 times, and distribute the points to each enterprise according to the proportion of enterprise points stored in the point pool. The unused points released in the current year will be returned to the point pool.
(3) Improve the requirements for point verification and punishment
In order to promote the resolution of data omissions, misreporting, concealment, etc., and problems such as non-compensation of negative points during the implementation of the “Points Measures”, the targeted requirements are further strengthened. The first is to strengthen verification management, and clearly strengthen the verification of points and implementation through random inspections, regular inspections, special inspections and other methods. The second is strict penalties. If the reported data is inconsistent with the actual situation, the transfer and transaction of points will be suspended; if the negative points have not been compensated, the electronic information of the passenger car product certificate or the electronic information of imported vehicles will be suspended if the fuel consumption of the enterprise fails to reach the target value.
(IV) Other amendments
First, in order to promote the implementation of the national “dual carbon” strategy, increase the publicity requirements of the average carbon emission level of enterprises, and propose that according to the needs of industrial development and carbon emission management, research and establish a connection mechanism with other carbon emission reduction systems in a timely manner. Second, considering that the policy operation is basically stable, and the point market adjustment mechanism has been established, in order to further improve the flexibility of point transactions and facilitate the independent decision-making arrangement of enterprises, the positive points of new energy vehicles purchased by enterprises are allowed to be offset and carried forward. Third, in order to ensure more accurate data statistics, the adjustment of domestic production and import of passenger vehicles is based on the date of issuance of the certificate of conformity and the date of release of the customs declaration document to determine the accounting year.
