Wang Xiang said that infrastructure construction is an important guarantee for the development of the hydrogen energy industry. In recent years, my country’s hydrogen energy industry infrastructure has developed rapidly, but compared with the international advanced level, there is still a certain gap. In the next step, we will strengthen overall planning, promote the construction of domestic hydrogen energy infrastructure, and provide a solid guarantee for the high-quality development of the hydrogen energy industry.

In terms of hydrogen production, according to statistics from relevant market institutions, my country is already the largest hydrogen producer in the world, with a hydrogen production capacity of about 40 million tons per year and an output of about 33 million tons per year, mainly from fossil energy hydrogen production and industrial by-products. In the composition of hydrogen, hydrogen production from coal and natural gas accounts for nearly 80%, and industrial by-product hydrogen such as chlor-alkali, coke oven gas, and propane dehydrogenation accounts for about 20%. The scale of hydrogen production from renewable energy is still small. In the past two years, although the volume of hydrogen production from renewable energy is not large, the development trend is relatively positive. For example, the Zhangjiakou Renewable Energy Demonstration Zone, which was established with the approval of the State Council in 2015, has built a number of wind power and photovoltaic resources based on abundant wind power and photovoltaic resources. The hydrogen production project provides green and low-carbon hydrogen energy for the operation of fuel cell buses for the Winter Olympics; Ningxia relies on abundant photovoltaic resources to build Ningdong photovoltaic hydrogen production and other projects to provide green and low-carbon hydrogen energy for coal chemical projects.

In terms of hydrogen storage and transportation, according to the statistics of relevant market institutions, my country is mainly based on high-pressure gas long-tube trailer transportation at this stage, and pipeline transportation is still a weak point. The hydrogen storage pressure of the high-pressure gaseous long-tube trailer is 20MPa, and the single-vehicle carrying capacity is about 300 kilograms of hydrogen. The technology and equipment manufacturing are relatively mature. Liquid storage and transportation, solid storage and transportation are both in the small-scale laboratory stage. In terms of pipeline hydrogen transportation, my country’s current hydrogen pipeline mileage is about 400 kilometers, and the pipeline in use is only about 100 kilometers, and the transmission pressure is 4MPa.

In terms of hydrogen refueling, more than 200 hydrogen refueling stations have been built in my country, mainly 35MPa gaseous hydrogenation stations, 70MPa high-pressure gaseous hydrogenation stations accounting for a small proportion, construction and operation of liquid hydrogen hydrogenation stations and hydrogen production and hydrogenation integrated stations Lack of experience. In addition, the daily filling capacity of existing hydrogen refueling stations in my country is mainly distributed in the range of 500-1000 kilograms, and large-scale hydrogen refueling stations larger than 1000 kilograms still need to be further constructed and laid out.

Wang Xiang introduced that the “Medium and Long-Term Plan for the Development of Hydrogen Energy Industry (2021-2035)” puts forward specific requirements for hydrogen energy infrastructure construction and safety management on the basis of coordinating the layout of the national hydrogen energy industry.

One is to arrange hydrogen production facilities according to local conditions.

The second is to steadily build a storage and transportation system. Emphasize the principle of safety and controllability, support the exploration and practice of various storage and transportation methods, and gradually build a high-density, lightweight, low-cost, and diversified hydrogen energy storage and transportation system. In terms of high-pressure gas storage and transportation, we are committed to improving storage and transportation efficiency, reducing storage and transportation costs, and effectively improving the level of commercialization; in terms of low-temperature liquid hydrogen storage and transportation, we actively promote the development of industrialization; and other storage and transportation methods, and carry out pilot demonstrations such as hydrogen-doped natural gas pipelines and pure hydrogen pipelines.

The third is to make overall planning for the hydrogen refueling network. Emphasize the principle of demand orientation, coordinate the layout and construction of hydrogen refueling stations, and promote the construction of hydrogen refueling network in an orderly manner. On the premise of ensuring safety, use land resources sparingly and intensively, support the use of existing gas station facilities in accordance with laws and regulations to rebuild and expand gas stations, and explore new hydrogen production, hydrogen storage and hydrogen refueling stations integrated in the station. model.
