Small exemptions on the way
On the superbonus, the government is studying a rule that will allow limited exceptions to the ban on the transfer of credit and invoice discounts, which should concern some areas affected by the earthquake and flood events, the removal of architectural barriers and the properties of third sector bodies. Exceptions that will be financed with the resources of a specific fund. The measure, as far as we know, should be included in the government’s amendment to the Superbonus decree and was illustrated by the Minister of Economy, Giancarlo Giorgetti, in his speech this morning to the Senate Finance Committee. “The government will present its amendment, it assumes the responsibility of presenting the amendment”, said the minister at the end of the work of the Senate Finance Committee, in which he participated, explaining what was illustrated to the senators in the commission.

Going into more detail, a note from the Fratelli d’Italia senator and rapporteur on the Superbonus Decree, Giorgio Salvitti, clarifies some points of the steps on which the executive is working. «The government will present an amendment to the Superbonus decree by Friday. The executive is willing to allocate more funds, beyond the 400 million euros already foreseen, for the areas hit by an earthquake, for the third sector and for those suffering from a serious disability”. And he explains: «In the same amendment it will be established that 50% of the sums unduly used and recovered by the Municipalities will remain in the coffers of the local authorities, increasing that percentage which initially in the VI Commission of Palazzo Madama we had estimated could be 33%, referring to a rule on Irpef recovery”, continues Salvitti. «We work on credits to spread them over 4 to 10 years. On the other hand, the deadline for the presentation of the sub-amendments is scheduled for Monday, with the start of the discussion in the Chamber on Wednesday afternoon.
