The Superbonus is still debatable. Draghi: “He also created distortions.” The Revenue blocked 4 billion in fraud on building incentives

MILANO – Even in the aftermath of the agreement between the majority and the government that led to the restoration of much of the original form of the Superbonus, the 110% tax rebate for housework continues to be debated. To rekindle the dust was the press conference of Prime Minister Draghi, who among the many issues touched also reiterated what the government’s approach was regarding the maxi-tax benefit.

Explaining the executive’s point on the tightening – then returned – Draghi remarked that for the government the superbonus is “a measure that has given benefits but also distortions”. The first distortion “is the extraordinary increase in components for restructuring”, the president recalled, underlining that “the logic of 110 per cent no longer makes bargaining for a relevant price”. In addition, he added, “it has encouraged fraud: and the Revenue Agency has blocked 4 billion of credits that had been given as transferable”.

At that point, the Revenue Agency filtered out the clarification that the 4 billion credits blocked and cited by Draghi concern the credit transfer and invoice discount mechanisms allowed for different types of bonuses and credits (Superbonus, facades bonuses , energy bonuses, non-residential rental credits, and so on). Money that therefore concerns the mechanisms of credit transfer and invoice discount allowed for all types of bonuses and on which, thanks to the anti-fraud decree of November 2021, the Agency can intervene in a preventive manner with the blocking of credit, avoiding the perpetration of the scam. However, the number and volume of potential frauds recorded are – according to the same sources – absolutely negative data, because they are too high. Furthermore, this is a huge increase in controls compared to the figure of just under a billion that was indicated by the director Ernesto Maria Ruffini, last month. For a good chunk, it emerges then from the Revenue, these are works that concerned the 90% facades bonus which did not provide for the authorization steps of the Superbonus since its inception, that is, before the anti-fraud decree that allowed the Agency to block the monetization of the credit for 30 days to carry out any preventive checks.

Immediately from the M5s a group of deputies launched a common note: “The distortions and frauds mentioned by President Draghi are not attributable to the Superbonus to justify the tightening that, together with Minister Franco, had imposed on the extension of our subsidy on single-family houses , fortunately corrected in the Senate with the parliamentary examination of the maneuver – we read Sorry that you pass this message, because it is well known that the dynamics of the increase in the prices of raw materials are common to many countries and certainly France or Germany do not have the Superbonus “.

Another thorny topic then returned to the limelight, this time through the mouth of Minister Andrea Orlando who reported to the Chamber on safety at work. The Superbonus, which “certainly represents a positive tool for relaunching the economy, however, has the risk of an increase in accidents as a corollary,” he said. In this regard “it becomes necessary to provide that access to the benefits of the Superbonus is not applicable for construction works carried out by companies that do not fully comply with the collective construction contract and apply pirate contracts”. “It is urgent – he added – to intervene with a specific rule to strengthen the supervisory framework” in the sector. An indication towards which the Reed led by Gabriele Buia has been pressing for some time, which for months has denounced the birth of many construction companies that participate in the banquet of tax discounts but do not have the optimal safety standards to operate.
