Digital infrastructures project Italy into a new era

Quasi 50 billion euros to modernize the Public administration, strengthen the digital skills of Italians, develop the telemedicine and support companies engaged ininnovation. The Pnrr (National Recovery and Resilience Plan) is a unique opportunity to relaunch the country and allow it to catch up with the delay accumulated in the last two decades.

The challenges of the Italian system
After so much talk, we are on the eve of the era of 5G, the new technology of mobile telephony that will allow to increase the speed (at the peak it can reach 20 Gbps against 1 of 4G), reduce latency (i.e. the response speed of a one-pulse system) and improve the flexibility of wireless service. A combination of advances that promises to give a decisive boost to applications such as driverless driving, industrial automation and video conferencing.

Projecting the country into the new era of telecommunications however, it requires huge investments and the Government has seized the opportunity of European funds channeled through the Pnrr for it provides significant resources for interventions that strengthen the digitization rate of the production system and technological innovation.

Among other things, the Italy 5G Plan will aim at spreading the new networks along the European corridors, i.e. routes without barriers due to the presence of border crossings, and at encouraging the construction of 5G infrastructures in areas where only 3G networks have been developed and the development of 4G is not planned .

Change of perspective with the pandemic
The pandemic has accelerated the process sharply digital transition. Forced to stay at home in the spring of 2020 and then, with more or less severe limits in the following months, many Italians have discovered for the first time the usefulness of solutions such as video conferencing, of work remotely ande-commerce. Companies, especially the smaller ones that have so far lagged behind on this front, have invested heavily in digital, reaping benefits in terms of productivity, and therefore competitiveness. Now it is a question of taking the last step and trying to reach European standards.

In this way, explained the Minister for Technological Innovation Roberto Colao, “we will be able to grow the production system, immediately guaranteeing our entrepreneurs better conditions to grow and be more competitive”. “We will also reduce – he added – digital and social gaps and guarantee better opportunities for young people and women, in whom we must over-invest today”. In short, a challenge that is not only economic, but also a systemic one.

Towards a friendly PA
Digitization promises to radically change citizens’ perception of Public administration. No more queues at the counters, nor offices that do not speak to each other, forcing users to duplicate procedures. With the Pnrr the goal is to get to the 2026 having achieved ambitious goals: to ensure that digital identity is used by 70% Italians; fill the digital skills gap, with at least the 70% of the population who are digitally capable; bring at least three Well out of four to use services in cloud; deliver via the Internet the80% essential public services; finally, reach the total number of households and businesses in the Peninsula with ultra-broadband networks.

More competitive businesses
With the spread of the digitization, Italy can make up for the accumulated competitiveness gap compared to its main Western partners. It is the belief ofOECD, which a few months ago published a series of recommendations for our country, inviting it, among other things, to accelerate the use of digital tools and services for businesses and citizens and to enhance the study of technological and scientific subjects in order to spread skills digital. This is because, when technology becomes a widely available commodity, it is up to people to be able to make the most of it. In the era of digitaltherefore, human resources are destined even more than in the past to make a difference.
