In the key points paper on the reform of emergency care presented on Tuesday, two legislative proposals are proposed that address all the essential points of emergency care: the disposition of requests for help, the emergency service and the contact points.
The Johanniter are appealing to the Federal Ministry of Health to quickly address the reform of emergency care with the necessary improvements.
The Johanniter are also calling for further reforms than previously presented in the key issues paper. “The emergency services are at their limits in many places,” said Jörg Lüssem, member of the federal executive board. “This cannot be improved solely through changes to the remuneration structure and digitalization in operational processing. Rather, fundamental reforms are also necessary for the work of our emergency paramedics.”
Kevin Grigorian, Head of Rescue & Medical Services, adds: “Our emergency paramedics are rescue professionals. They have covered all relevant emergency images and their interventions as part of their three-year training – but are not allowed to use many treatment options regularly. They often have to be responsible for measures that they have learned and mastered in their training, still require an emergency doctor. With a competency-oriented design of the standard competence, not only would care be improved and the patient’s well-being be the focus, but the professional profile would also be enhanced.”
The strengthening of 116117 and its effective networking with 112, as envisaged in the first legislative package, is long overdue. Since handing over their position paper to the Federal Minister of Health in August 2022, the Johanniter have been calling for more intensive cooperation between both numbers and greater commitment – especially in order to provide those seeking help with a solution that meets their needs. The strengthening of acute care by the associations of statutory health insurance physicians and the expansion of integrated emergency centers, which were also announced in the first legislative package, are intended to improve care by offering patients treatment options that are compliant and suitable for them.
