Italian Tech, the right to online public services, sent me

Anyone has the right to use online public services – even with mobile devices both through the delivery channels of the individual administrations (websites, apps) and through the single access point activated at national level, the IO.it application.

In particular, users have the right to use administrative sites that respect the principles of accessibility, usability and availability, also by disabled people, completeness of information, clarity of language, reliability, simplicity of consultation, quality, homogeneity and interoperability, in compliance with the standards and quality levels identified and updated byAgency for Digital Italy (and therefore the same for all administrations).

The “IO” applicationinstead, it allows you to easily interact with different public administrations, local or national, gathering all their services, communications, payments and documents in a single app.

The rules on online services not only provide for the right to find on the website all valid and updated information on the administration and its proceedings, but also the right to carry out any practice in telematic mode, in compliance with the aforementioned principles.

Furthermore, the administration is required to detect the degree of user satisfaction with reference to the services rendered and publish in the section Transparent Administration statistics on the satisfaction and those concerning the use of online services from its institutional site. When a public administration reorganizes or updates a service, in fact, it must do so by putting it at the center the real needs of users.

The aim is to motivate administrations to guarantee not only the availability of online services, but also their quality.

Against which subjects can the right be exercised?

  • public administrations (e.g. municipalities, provinces, regions, ministries, local health authorities, schools, universities, professional associations, port system authorities, independent administrative authorities)
  • public service operators (e.g. companies that manage local public transport, postal service provider)
  • publicly controlled companies (e.g. municipal companies)

What can be done thanks to the right to public services online?

  • use any public service via PC, smartphone or tablet, without having to physically go to the counter
