Regione invests € 6.6 million on MMG scholarships and postgraduate contracts

The goal is to bring scholarships to 110 for doctors attending the specific training course in general medicine and to increase places in specialization schools with 42 new contracts, “a very substantial number compared to 4 or 5 per year” of previous years, observes the Rector of the Polytechnic University of Marche Gian Luca Gregori. Saltamartini: “In the next few years we want to overcome the criticalities caused by the poor past planning”.

22 JUNE – The Marche Region allocates € 6,608,000 of its own resources for the current year, in addition to the health fund, in order to bring scholarships for general practitioners to 110 and to 42 additional training contracts for doctors specialists. The objective is to combat professional impoverishment and encourage the generational turnover of the regional health system.

“With this provision – the president of the Marche Region explained during a press conference Francesco Acquaroli – we are going to fill a gap that saw a much higher number of doctors close to retirement than the doctors entering our territorial medical circuit and hospital networks. Since last year we have already started to reverse a trend that was increasing the gap every year. Today with this important investment, which repositions the Marche among the very first positions as a percentage of the population, a phase is beginning that will allow us to recover dozens of doctors every year, to finally give answers in terms of services to citizens. It is an effort that we are also trying to make through the balance sheets of our companies because we want to recover and optimize the use of resources without weighing on citizens, to invest in young people and in the future in terms of personnel, technologies and services. We believe this is the right approach for noticeable results in a few years. In 20 months we have already financed more scholarships than in all the previous five years “.

“Today we give positive news. For the first time – explained the Rector of the Marche Polytechnic University Gian Luca Gregori – the Region has added a very substantial number of scholarships, going from 4 or 5 a year to 42. All this was done in collaboration with our University and in particular with the Faculty of Medicine and Surgery directed by the dean Mauro Silvestrini. We offer new opportunities to our students and our female students who have become doctors. It is a response to our communities, our territories and this growing need for health. There are no doctors and we must intervene ”.

“We are talking about a total turnaround, a turning point – underlined the commissioner of the Saltamartini Healthcare -. This plan ensures that our Region in the next few years will be able to overcome the criticalities that we have found due to poor programming in the past. We are sure that from next year we will have the doctors of the first year of specialization able to work on the territory and in hospitals. It is true that we have to overcome this year with its criticalities starting from the crowding of emergency rooms and the shortage of family doctors and pediatricians. A shortcoming that we are addressing with the reorganization and strengthening measures presented in recent days. However, we cannot ignore the issue of the lack of appeal of some specializations such as those related to emergency medicine, 118, to territorial medicine. For this reason, as a Region, we are soliciting the national collective bargaining table so that the renewal of the management contract is applied and an increase in emoluments for weary, nocturnal and festive services is envisaged “.

According to the Region’s estimates, “by 2030 over 20% of doctors from the Marche region will be placed on retirement, with an even greater incidence in hospital disciplines linked to emergencies and in general medicine. The number of scholarships for general practitioners and specialization contracts do not cover the real needs. This is made clear by the difficulty of covering the staffing facilities of the hospital and territory and by the progressively decreasing number of general practitioners “.

In order to increase the scholarships for the specific training course in general medicine, lthe Marche Region allocates a total of 1,750,000 euros of own resources from the regional budget, in addition to the health fund. With this allocation, the number of scholarships that can be activated in the next competition will be increased by 40 units, bringing the offer of scholarships to 110 in total, including those with ministerial funding and PNRR funding. This intervention will clearly favor the generational turnover of general practitioners.

To increase training contracts for medical specialists furthermore, the Region, on the other hand, allocates a total of 4,930,000 euros of own resources from the regional budget, in addition to the health fund. With these resources, the number of additional regional funding contracts that can be activated starting from the end of this year is increased by 42 units. In previous years, on average, the additional contracts with regional funding amounted to 5 units.

“With these interventions, the Marche Region from the last places rises to the top of the national ranking of contracts with regional financing in relation to the number of inhabitants”, highlights the Region in the note.

The disciplines affected by regional funding, which will be defined in detail with UNIVPM, will focus on the areas with the greatest shortage of staffing resources and which will record the highest retirement rates. Particular attention will be paid to the areas of emergency urgency, pediatrics and psychiatry.
