Of course, the first thing to simplify would be the texts of the laws, the way they are written: incomprehensible, although obviously there is a law that has long imposed clarity in the way of writing the laws. They don’t care. Then, scrolling through the draft of the decree that will go to the Council of Ministers today, you will find an article that has something epochal in the eternal struggle between those who want to change things and those who would never change them. It is article 27, violation of digital transition obligations. It tells you that AgiD, the agency for digital Italy, will have to monitor that everyone does their part, without delay, and that in the event of prolonged or stubborn delays, it will be able to sanction the public administration with 100 thousand euros and if this is still not enough, a commissioner will be appointed to carry out the necessary actions. It is the first time that such a strong principle has been introduced: it is the other side of the funds that will be made available to public bodies to digitize themselves, and of the approximately 300 experts that Minister Colao is recruiting to send them to the territory to assist employees public in difficulty. Until now, digital transformation was a slogan: a goal was indicated, the means to achieve it were not given and penalties were not established for non-compliant ones. Practically more than objectives they were slogans, flags to be waved at press conferences. Now there are the resources (the Recovery Plan funds), the skills (the experts as tutors) and there are the sanctions. We have lost a lot of time and opportunities, but this really looks like the right time.
