Since yesterday, the day following the regional votes in Abruzzo, the control and verification phase began in the Court of Appeal in L’Aquila which will certify the result of the elections and proceed, in the next few days, with the official proclamation of the elected councilors. There would be 66 contested ballots for which the validity and possible correct assignment of the vote will have to be verified. In the 2019 regional elections, the assessment report of those elected, which closes the operations of the Regional Central Office, was sent to the Council 13 days after the date of the vote. On March 10, Abruzzo voters confirmed Marco Marsilio as President of the Region. The centre-right candidate obtained 53.50% of the votes, surpassing his competitor, Luciano D’Amico, by seven points.


During this waiting period, the prorogatio rule applies, provided for by the Statute and by the regional electoral law, which allows the powers of the previous Council to be extended until the operations of proclamation of the elected representatives are completed. The Assembly can only intervene in accordance with “commitments deriving from membership of the European Union, constitutional or state legislative provisions or which, in any case, present the character of urgency and necessity”.


The first session of the Regional Council will be held between the tenth and twentieth day after the proclamation of the last of the elected members. During the first meeting the Bureau is established. After the election of the Bureau, the President of the Council presents the government program and the Regional Council takes note of it. The president of the Council, within 15 days of its proclamation, appoints the councilors and the vice-president, communicating this to the Council. One councilor out of the total six foreseen for the composition of the Council can be chosen by the president from among citizens external to the Council who possess the eligibility and compatibility requirements for the office of Regional Councillor.
