According to public information, Xiao Yi was born in May 1962 in Ganzhou, Jiangxi. He has worked in Jiangxi Province for a long time and worked in the Beijing Office of Jiangxi Provincial Government from 2006 to 2015 for nearly 10 years. In January 2018, he was promoted to vice chairman of the Jiangxi Provincial Committee of the Chinese People’s Political Consultative Conference, a deputy ministerial official, and concurrently secretary of the Fuzhou Municipal Party Committee. From March 2021, Xiao Yi will no longer concurrently serve as secretary of the Fuzhou Municipal Party Committee.
Data show that Xiao Yi has been promoted many times by Jiang Zemin and Meng Jianzhu, a key member of the Zeng Qinghong faction.
When Meng Jianzhu was in charge of Jiangxi, in November 2006, Xiao Yi served as the deputy director of the Jiangxi Provincial Government Office in Beijing; in July 2007, Xiao Yi was promoted to the director of the Jiangxi Provincial Government Office in Beijing until April 2015.
Three months after Xiao Yi became the director of the Jiangxi Office in Beijing, on October 29, 2007, Meng Jianzhu was appointed as the Minister of Public Security.
According to Lu Media reports, Xiao Yi is also related to the case of Zeng Qing’s red confidants Ma Zai Su Rong and Shi Wenqing.
Su Rong served as Secretary of the Jiangxi Provincial Party Committee from 2007 to 2013. He was investigated in June 2014 and sentenced to life imprisonment in January 2017. According to reports, Xiao Yi was also in the list of gifts given by Su Rong after his fall.
Su Rong is Zeng Qinghong’s confidant and an important member of the Jiangxi Gang. Before Su Rong became the vice chairman of the CPPCC National Committee, he served as deputy secretary of the Jilin Provincial Party Committee, secretary of the Qinghai Provincial Party Committee, secretary of the Gansu Provincial Party Committee, and secretary of the Jiangxi Provincial Party Committee.
Su Rong was accused of illegally taking more than 116 million yuan in bribes, and another more than 80 million yuan of property could not explain the source. According to investigations, at least 13 members of the Su Rong family are involved in corruption. Shi Wenqing served as a member of the Standing Committee of the Jiangxi Provincial Party Committee, Secretary of the Ganzhou Municipal Party Committee, and Deputy Director of the Standing Committee of the Jiangxi Provincial People’s Congress.

On March 28, 2021, Shi Wenqing was expelled from the party; on April 12, he was arrested; on May 13, he was prosecuted.
