In the digital age, how to make full use of digital methods to explore megacity governance and promote smart city construction is a topic of heated discussion among committee members. Li Yan, a member of the Chinese People’s Political Consultative Conference from the Kuomintang Revolutionary Circle and general manager of Beijing Shoukai Group, noticed during the investigation that there is still a phenomenon of “emphasis on data collection and lightness on data analysis” in urban governance, which has resulted in the accumulation of redundant urban development data. The hidden value has not yet been fully explored. Li Yan said that to break information islands, on the one hand, we need to establish a standardized system for urban data, and on the other hand, we need to dynamically update it.

Wang Dong, a member of the Chinese People’s Political Consultative Conference from the Peasants’ and Workers’ Party circle and deputy chief engineer of the Environmental Planning Institute of the Ministry of Ecology and Environment, found that in promoting the construction of a beautiful Beijing, it was difficult for departments at the same level to coordinate data, which became an obstacle to the progress of the work. “Data exchange and sharing is the basis for cooperation between administrative regions and departments. It is recommended that the exchange and sharing of data and information related to the construction of Beautiful Beijing be included in the scope of ‘one post, two responsibilities’ to fully tap the valuable information contained in the data.”

Xu Bin, a member of the CPPCC from the Zhi Gong Party Circle and chief planner of Hongdu Institute of Beijing Urban Planning and Design Institute, said when talking about building a livable and resilient smart city: “The ecological space of the ‘second green area’ and ‘suburban park ring’ Planning and construction should be integrated with urban production and life.” Xu Bin suggested that the composite utilization of non-construction space should be promoted, “Study management methods that are conducive to the intensive and economical use of green space, and introduce land support policies with mixed functions and compatible properties. Guide country parks to reasonably undertake urban functions.”

Building a livable and resilient smart city and continuing to improve the modernization level of megacity governance puts forward higher requirements for strengthening disaster early warning capabilities of megacities, enhancing urban resilience, and improving urban operation safety.

Fu Zhibin, a member of the CPPCC and deputy chief engineer of the Construction Comprehensive Survey Research and Design Institute Co., Ltd. from the environmental resources sector, put forward two suggestions based on his own research: First, carry out research on urban disaster types and damage mechanisms and research and development of technical equipment; second, to Establish a comprehensive urban disaster monitoring and detection-prediction and warning-emergency response safety management system that adapts to the characteristics of megacities.
