Carfagna reimburses the regions 4 billion in anti-Covid expenses

With the proposal of an excerpt resolution that will very soon go to the approval of the CIPE, the Minister for the South and Territorial Cohesion, Mara Carfagna, reimburses the regions four billion euros spent in 2020 to cope with the pandemic emergency, anticipating three billions of the dowry from the Development and Cohesion Fund (FSC) 2021-2027. The other billion, again FSC, comes from the old 2014-2020 programming. Three billion are earmarked for the seven lagging regions of the center-south (Sicily, Calabria, Basilicata, Campania, Puglia, Abruzzo and Molise). The rest is shared out among all the other regions. The operation developed by the Minister of the Draghi government follows on from the general agreement that the regions had reached with the previous government.

Small reward for those who have used the structural funds better

“In this way – explains Carfagna – the Regions will once again have funds available for territorial cohesion projects and investments, which they had provisionally allocated to the needs due to the pandemic”. The “refunds”, therefore, will be used to restart projects that were blocked or had never started.

The highest amount (774 million) will still go to the Sicily (see table below) despite being the region most lagging behind in spending on Structural Funds 2014-2020. Following the Campania (762 million) and the Puglia (601). Among the more developed regions, the Lazio with nearly 196 million, then the Lombardy (185) and detached Tuscany (almost 111) ed Emilia Romagna. The criterion of rewards based on the performance of implementation ’14 -’20 has a limited weight in the distribution of funds, but nevertheless represents an important principle in a context of profound differences in the management capabilities of resources by the regions.
