According to industry insiders, the profit margin of landscaping projects is as high as 35%. What are the big benefits hidden behind the young saplings? Judging from the investigation and handling of related cases, most of the corruption issues in the field of landscaping involve the transfer of benefits in the project bidding, fund allocation and other links. “Many landscaping projects have small bids and short construction time. Owners often use methods such as direct entrustment, invitation to bid, and’get on the bus before making up the ticket’ to determine the construction party, and they have great autonomy in the allocation of funds. Similarly, the former director of the Landscaping Management Office of the Municipal Landscape Administration Bureau of Fuling District, Chongqing City took advantage of his position and engaged in power and money transactions in the construction and acceptance of related projects, fund allocation and other links from 2006 to 2014, and received 40 times. The 13 people gave a total of 592,000 yuan in money and materials.
“The inadequate supervision of the procurement of seedlings by relevant functional departments, and even theft of guards, is also an important reason for the growth of corruption.” There are relevant system regulations in procurement and other aspects, but some public officials have not strictly enforced them, but are trying to take advantage of the loopholes. After the investigation of the Sun Hongyan case, the Changchun Municipal Commission for Discipline Inspection and Supervision has further promoted the reform through the case.
