Since the establishment of the Yangtze River Delta Integration Demonstration Zone for two years, it is entering a stage of full force.
At a press conference held by the Shanghai Municipal Government on October 21, Hua Yuan, Deputy Secretary-General of the Shanghai Municipal Government and Director of the Executive Committee of the Yangtze River Delta Integration Demonstration Zone, introduced the overall construction and development of the demonstration zone since its establishment two years ago.
He introduced that this year is a year of comprehensive efforts to tackle key problems in the construction of integrated demonstration zones and projects. The demonstration zone focused on the key areas of integration, and introduced 41 new institutional innovations, advanced the implementation of 32 institutional results in the first year, and accelerated the replication and promotion of the first batch of institutional results across the country. Adhere to the two-wheel drive of “system innovation + project construction”, and make every effort to promote 65 major projects.
At present, new breakthroughs have been made in the innovation of integrated systems in the demonstration zone, new progress has been made in the construction of key projects, and new results have been achieved in cross-domain governance.
He introduced that the 32 institutional achievements formed in the first year of the demonstration zone have been further implemented and effective. At the same time, a three-year action plan (2021-2023) for a unified major construction project in the demonstration zone was formulated and implemented. Focus on the overall planning and construction of the first start area, and focus on promoting the construction of the “one hall and three areas” of the water town living room, Qingpu Xicen Science and Technology Innovation Center, Wujiang High-speed Railway Science Innovation City, and Jiashan Xiangfudang Innovation Center.
For example, on October 16, 8 projects including the water treatment and green building project in the Blue Ring Demonstration Section of the Living Room of the Water Town were officially launched. Qingpu Xicen Science and Technology Innovation Center focuses on promoting the construction of Huawei’s R&D center and speeding up the creation of an innovative community. Wujiang High-speed Railway Technology Innovation City focuses on accelerating the construction of the high-speed railway hub of Suzhou South Railway Station and exploring the integration of city and station. Jiashan Xiangfudang Innovation Center focuses on the construction of a creative and intelligent water town, building and forming a characteristic innovation center.
In terms of cross-border connectivity, the demonstration zone has focused on promoting 12 interconnection projects. The Shanghai-Suhu Railway Demonstration Section and the West Extension of Shanghai Rail Transit Line 17 have been accelerated. The preparatory work including the Sujiayong Railway and the Shanghai-Sujia Intercity Intercity has been stepped up, and inter-provincial “broken roads” such as Fuxing Road and Shuguang Road have been opened up.
In addition, in terms of innovation and development, the demonstration zone has focused on promoting 17 industrial innovation projects. A group of key enterprises, such as Huawei, Innosecco, CRRC Starship, and Genting Xinyao, are cooperating in the demonstration zone to promote the industrial chain to supplement the chain and strengthen the chain. A number of major platforms such as the Yangtze River Delta Institute for Sustainable Development, Fudan University Innovation School, Zhejiang University Smart Oasis, and Soochow University Future Campus are accelerating their landing in the demonstration zone to improve the innovation and source capacity of the demonstration zone.
Focus on promoting 26 people’s livelihood service projects. The “all-in-one card” mechanism with social security cards as the carrier has covered 2.83 million residents, taking the lead in realizing “same city treatment” in terms of transportation, tourism, and cultural experience. Wujiang, Qingpu, and Jiashan, represented by the Fenhu Civil Service Center, have implemented a large number of service items such as the opening of individual industrial and commercial households, replacement of social security cards, and corporate file inquiries, etc. Therefore, it is convenient for the masses to “do things in three places without leaving the province.” A group of demonstration villages represented by Chenxiang Village, Lianhu Village, and Shanwan Village strive to build a world-class beautiful rural cluster that integrates ecology, industry, culture, sports, and tourism, and explore new ways to promote rural revitalization and common prosperity. In addition, Shanghai’s high-quality public resources are accelerating the coverage of the entire demonstration zone. Shanghai World Foreign Education has set up an affiliated experimental primary school in Wujiang and has begun enrolling students; Shanghai International Maternity and Child Health Hospital is hosting Jiashan Maternity and Child Health Hospital and cooperating to accelerate the medical consortium project.
Yang Xiaojing, deputy secretary of the Qingpu District Committee and Acting Mayor of Shanghai, said in response to media questions that Qingpu software information, green finance, and express logistics have become industrial clusters of 100 billion yuan in terms of enhancing the new engine of the ecological economy. A number of headquarters such as Huawei, Netease, and Midea have settled down one after another.
“We are relying on the advantages of agglomeration of the digital information industry on the east-west development axis of the demonstration zone, integrating Huawei R&D Center, Xicen Science and Technology Innovation Center, Beidou Innovation Base, Shixi Software Park, Yangtze River Delta Financial Industry Park, Fudan Innovation College and other carriers to build The “Yangtze River Delta Digital Trunk Line”, coordinated with Wujiang and Jiashan to form a trillion-level digital economic belt.” Yang Xiaojing said.
