In the run-up to the 2024 European elections on Sunday, June 9th, the electoral office in Essen is summarizing details and dates related to the topics of eligibility to vote, election notification and postal voting.

Who can vote?

All Germans within the meaning of Article 116 paragraph 1 of the Basic Law and, upon request, citizens of an EU member state who have reached the age of 16 on election day are entitled to vote in Germany for at least three months before election day – i.e. since March 9, 2024 or one of the other 26 EU member states have an apartment or otherwise usually reside and are not excluded from the right to vote.

When the voters’ register was drawn up on April 28, 408,697 people in Essen were eligible to vote in the European elections. The Essen electoral roll can be viewed from May 21st to 24th at the election office, Kopstadtplatz 10, 45127 Essen, 2nd floor, during opening hours from 8:30 a.m. to 4 p.m. Germans living abroad are also allowed to take part in the European elections under certain conditions. Important information for people who moved to Essen or within Essen after April 28th:

Moving within Essen
Anyone who moves within Essen after April 28th can only vote in the polling station at the old address. However, those affected can apply for postal voting documents and have them sent to the new address.

Moving to Essen
Anyone who moves to Essen from April 29th to May 19th and would like to vote here must submit an application to be included in the Essen voters’ register. The application form can be found at www.essen.de/europawahl2024 downloaded or requested by calling 0201 88-12345. The application deadline ends on May 19th. After that, people who have moved from another German city can only vote at their old place of residence or apply for postal voting documents there.

Dispatch of election notification letters

All eligible voters who have been entered on the voters’ register will receive their election notification letter by May 19th at the latest. If you have not received this by then, you can call the electoral office’s telephone hotline on 0201 88-12345 to obtain the necessary information or request a new letter.

The election notification letter contains the electoral district and the polling station where the vote can be cast. If the letter is not available or has been lost, everyone who is included in the electoral roll can also vote at their polling station by presenting their ID card or passport. The voting room can be found by calling the hotline 0201 88-12345 or at www.essen.de/wahlraeumeEW2024 with address and photo.

Postal voting

A QR code is printed on the election notification letter. This is the easiest way to request postal voting documents. From Monday, May 6th, postal voting documents can be found at www.essen.de/briefwahl-online can also be applied for online.

Postal voting applications can also be submitted informally at any time. This requires your last name, first name, address, date of birth, personal signature and information about the address to which the postal voting documents are to be delivered. For joint applications from spouses or families, personal information and the signature of each person eligible to vote are required. Anyone submitting the application on behalf of another person needs a written power of attorney, which can be found below www.essen.de/briefwahl can be downloaded. Postal voting documents can also be sent to your holiday destination upon request.

Absentee ballot applications submitted by mail must be sent to the elections office in a stamped envelope. If possible, they should be received at the election office in Essen, City of Essen, election office, 45111 Essen, by June 5th so that the election letter can be returned in time.

Alternatively, voters can cast their vote directly from May 6th to June 7th at the Essen direct election office on the ground floor of the town hall, Porscheplatz, room 0.37, Monday to Friday from 8:30 a.m. to 4 p.m. You will need the election notification letter and your ID card or passport.

Voting slip

Along with the ballot paper, the voting slip is the most important part of the postal voting documents. If you want to vote by post, you have to sign the back of the voting slip – this means you are swearing an oath that you voted secretly. Important: Without a signature, the ballot letter will be rejected during evaluation. Anyone who has received postal voting documents and loses them will not have them replaced and cannot take part in the election. Anyone who has applied for their postal voting documents but not received them can declare this under oath to the electoral office by June 8th at 12 p.m. It is then possible to reissue postal voting documents.

Return of voting letters

Voting letters must be sent in a timely manner so that they are received by 6 p.m. on election day. In practical terms, this means: The voting letter must be delivered by Deutsche Post AG to the town hall’s post office on the Saturday before the election, i.e. on June 8th, or by the voter himself or herself into the town hall’s mailbox, 45127 Essen, by 6 p.m. on election day.
