The anti-corruption agency of the CCP announced that Fu Zhenghua, deputy director of the Social and Legal Affairs Committee of the National Committee of the Chinese People’s Political Consultative Conference, was expelled from the CPPCC National Committee of the Chinese People’s Political Consultative Conference.
Fu Zhenghua, 67, was a former deputy minister of the Ministry of Public Security and China’s justice minister from 2018 to 2020 before stepping back to become deputy director of the National Committee of the Chinese People’s Political Consultative Conference’s Social and Legal Affairs Committee.
On October 2 last year, the website of the State Supervision Commission of the Central Commission for Discipline Inspection of the Communist Party of China announced that Fu Zhenghua was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation.

The announcement stated that after deliberation at the meeting of the Political Bureau of the Central Committee of the Communist Party of China, Fu Zhenghua was expelled from the party and public office, and the suspected criminal behavior was transferred to the procuratorial organ for review and prosecution.
“Participate in Sun Lijun’s political gang”
The CCDI’s announcement did not explain exactly how Fu Zhenghua participated in Sun Lijun’s political gang.
On September 30, 2021, Fu Zhenghua’s “old colleague” and Sun Lijun, who also served as the vice minister of China’s Ministry of Public Security, was “double-opened”. Only two days later, the Central Commission for Discipline Inspection announced that Fu Zhenghua was under investigation.
In January 2022, the Changchun City Procuratorate of Jilin Province, designated by China’s Supreme Procuratorate to have jurisdiction over the Sun Lijun case, filed a public prosecution with the Changchun City Intermediate People’s Court. Sun Lijun was charged with bribery, securities market manipulation and illegal possession of firearms.
The official China Central Radio and Television Station also broadcast a propaganda documentary featuring Sun Lijun’s “Appearance Confession”. The court has yet to announce when his case will begin.
Fu Zhenghua – “Husband Security” who has repeatedly solved major cases
Fu Zhenghua can be said to have made a name for himself in the post of Beijing Public Security Bureau Chief.
He started as an ordinary investigator of the Beijing Municipal Public Security Bureau, and served as the captain of the Criminal Investigation Division’s major case team, the deputy director of the Criminal Investigation Division and the captain of the major case team. During his tenure in the Beijing Public Security System, Fu Zhenghua participated in the investigation and detection of a number of major and important cases such as the “1996 Cash Car Robbery”, “1997 Baibaoshan Case”, “Mentougou Police Raid Case” and “Huang Guangyu Case”.
After that, he was transferred to the Deputy Director of the Criminal Investigation Bureau of the Ministry of Public Security of the Ministry of Public Security of China, and was promoted to Deputy Director when he returned to the Beijing Public Security System.
In February 2010, Fu Zhenghua was promoted to the director of Beijing Public Security. 74 days after the new official took office, the police in Chaoyang District, Beijing raided four luxury entertainment clubs including “Heaven and Earth”, “Huadu”, “Famous Night Banquet” and “Kai Fu International”, and ordered them to It has been suspended for half a year for rectification, and this high-profile anti-pornography campaign has made Fu Zhenghua the focus of the media and public opinion.
Soon after Xi Jinping came to power, Fu Zhenghua was promoted to vice minister of the Ministry of Public Security. According to the “South China Morning Post” report, in order to handle Zhou Yongkang’s case, Xi Jinping set up a special group, headed by Fu Zhenghua, and reported directly to Xi Jinping, bypassing the Central Commission for Discipline Inspection. The report also stated that Fu Zhenghua was the first person in the history of the CCP to concurrently serve as a member of the Standing Committee of the Beijing Municipal Party Committee, the “top leader” of the Beijing Public Security Bureau, and the deputy minister of the Ministry of Public Security.
In 2014, Fu Zhenghua was responsible for the anti-pornography campaign across China. In 2015, as deputy minister of the Ministry of Public Security, Fu Zhenghua was in charge of the nationwide “709 arrests” against human rights lawyers and activists.

During his tenure, he proposed to strengthen the party’s overall leadership over lawyers’ work.
On April 29, 2020, Fu Zhenghua was officially removed from the post of Minister of Justice, and was later transferred to the Deputy Director of the Social and Legal Committee of the National Committee of the Chinese People’s Political Consultative Conference.
Official narrative and folk word of mouth
Fu Zhenghua frequently appears in media reports.
China’s official media “People’s Daily Online” and “Chinese Communist Party News Network” once published a report on “New Deputy Minister of Public Security Fu Zhenghua: Doing things in a low-key and high-profile manner”, saying, “I don’t smoke or drink, I like to read books and research problems, and I especially love criminal investigation work. .” This is the impression Fu Zhenghua left on his friends and colleagues.
At the beginning of his tenure in 2010, Fu Zhenghua announced the “three things” iron rules and disciplines – anyone who informs a criminal suspect will be given administrative dismissal; anyone who leaks police work secrets, illegally handles cases, or handles personal cases will be punished. Disciplinary sanction will be given until dismissal depending on the circumstances; anyone who inquires about the case, intercedes with a trustee, accepts food, invites, or accepts property will be given disciplinary action until dismissal depending on the circumstances.
At that time, Fu Zhenghua emphasized, “In the future, whoever collects money to ‘take people’ will be resolutely dismissed, and whoever inquires about the case will be resolutely dealt with. Everyone is equal before discipline, and there are no exceptions in the enforcement of discipline, regardless of the past. No matter how great the credit, how strong the ability, how old the qualifications, those who violate the iron rules and regulations will be resolutely investigated and punished, and will never be tolerated.”
But lawyers, media people, and even within the public security system have different opinions on him.
After he was sacked, He Guangwei, a former senior investigative reporter, said in a circle of friends, “Back then, I gave Nan Zaozheng this manuscript about the equity transaction of the Lanping lead-zinc mine, a 100-billion-dollar mine, which was tossed by Master Kang (referring to Zhou Yongkang), Bai Enpei, and Qin Guangrong. The old master of Master Kong’s family slaves did personally arrange a list to deal with me. I was told not to leave Guangzhou, not to go out (pointing out the border). They made me quit my job after resigning and changing jobs, so that no media wanted me. I It’s been like that for months on end.”
Lawyer Wang Cailiang said on Weibo, “I’m very happy with the people’s concerns, and I checked Fu Zhenghua. The law is clear, no matter how powerful he used to be, the cause was planted in the beginning, and then the result bloomed first.”
