The regulation for the filling levels of the gas storage facilities was set after the start of the Russian war of aggression on Ukraine. It was initially valid until 2025 and stipulates that the gas storage facilities must be 75 percent full at the beginning of September. They must have a filling level of up to 85 percent at the beginning of October and 95 percent at the beginning of November. Most recently, the situation surrounding the filling levels was relaxed: in November 2023 the mark was at 100 percent and by the end of the year it was still around 90 percent.
The government pointed out that this could change quickly and that it was also fluctuating. With the extension, the minimum filling level was reduced from 40 percent in February to 30 percent. In addition, the permission for electricity network operators to temporarily utilize the network at a higher level than otherwise permitted was extended.
