Refreshments for companies and VAT numbers that reach 15.4 billion and 100 million for economic activities that remained closed (for at least 4 months) in 2021. These are some of the rules of the Sostegni bis decree that the government puts in place to restart the country together with the time schedule of reopening.
There are 77 articles in the provision with measures for the liquidity of companies, the work package with concessions for those who do not dismiss and rules on health, school, culture, tourism and agriculture.
For the automatic refreshments provided by the Revenue Agency, calculated on 2020 compared to 2019, 8 billion euros are allocated. Alternatively, companies will be able to choose the contribution that emerges from the comparison of the turnover between 1 April 2020 and 31 March 2021 and the same period between 2019 and 2020. In this case, 3.4 billion are allocated. Finally, for aid calculated in two installments, with an advance and a balance, the adjustment based on the operating result will be able to count on funds equal to 4 billion euros.
Tax
A fund of 600 million euros for the discount on the Tari while the reduction in the cost of electricity bills for the activities affected by the crisis is extended until 31 July (from 30 June). Other postponements also stand out in the draft of the Sostegni bis decree: extension of the suspension of the collection activity to 30 June; the plastic tax has been postponed to January 1, 2022. The tax credit for commercial rentals is extended to July 31st.
Common
Allocated 500 million for institutions in deficit and 100 for the countries in ski resorts. Spending, rent and bills bonuses for families in difficulty.
School
470 million to face the emergency: there are 350 million for the state, 50 for private schools and 70 million for the rents by local authorities of temporary structures and spaces. 450 million for transport arrive, additional services provided for students.
Alitalia
One hundred million euros for Alitalia, (“pending the assessments of the European Commission”), while the Fund to support large companies for the continuity of scheduled passenger air transport has increased by 200 million. The measures do not mention the industrial plan of Ita.
Tourism and city of art

Vaccines
For the year 2021, the expenditure of 1.65 billion is authorized for the interventions under the responsibility of the extraordinary commissioner for the Covid emergency. Also in the chapter reserved for Health, companies that carry out research and development activities for innovative drugs and vaccines are entitled to a tax credit of 20%, up to 20 million
of euro per year as of 31 December 2030. In addition, the regions can also provide for the involvement of accredited private providers in the administration of vaccines.
Work package
Seasonal workers in tourism, spas, entertainment and sports will receive a one-off allowance of 1,600 euros. Another 4 months of emergency income arrives.
The work package includes a series of measures that will parachute workers when the redundancy block will be lifted in July. We will try to protect employment by granting 100% contribution exemption for companies with the re-employment contract and incentives in the tourism and trade sector in favor of employees leaving the Covid cig.
