TREVISO. There are thousands of “invisible”, in Treviso and its province, who cannot book the anti Covid vaccination, they do not appear in any official list, they do not fall into the categories that sooner or later will be protected against the virus.

Irregular migrants, without a residence permit or other documents, are a condition that in the province of Treviso affects between 6 and 7 thousand people – an estimate based on national data released a few days ago by the National Institute for Health, Migration and Poverty (Inmp) – and which the ULSS will now try to resolve by awaiting indications from the ministry.

Who are the excluded

It is clear that without documents or residence permits, without a health card or tax code, no one can register on the Ulss 2 portal to book the day and place of the vaccination. But the problem is twofold: without documents, not even the ULSS knows that I exist, where I live, how to find me to offer me an anti Covid vaccine.

With consequences, as the pandemic has taught us, which can go far beyond the state of health of the individual. The problem concerns only the “invisible” and not, for example, the guests of the reception facilities, for whom a vaccination plan will be prepared in the summer, after the part of the population over forty years old has been immunized.

«We are waiting for indications from the ministry» confirms the director general of Ulss 2, Francesco Benazzi, «we are already moving forward with resident immigrants, including those who work as care givers. The problem is non-residents, for whom however we have to wait for indications at the national level ”.

One possible solution is the one advanced by Lombardy, which has also opened the vaccination of homeless and illegal immigrants waiting for a residence permit, but only at the end of the general campaign, that is, after reservations have been opened for those over 16 years of age.

Barracks and reception centers

In the province of Treviso there are about 90 thousand foreigners present, who – as regular – have a tax code and health card, so they can book without problems.

«Even asylum seekers who are guests of reception structures, whether barracks or other sites, will have no problems», points out Nicola Atalmi, CGIL, «in many cases it is the reception center itself that takes care of them. Those who have obtained refugee status also have a tax code, and there is no risk that they will be “forgotten”. Those who are waiting for a residence permit are in any case identified through an alphanumeric code that allows them not to go off the radar of the institutions. The problem is the illegal immigrants in the area, and in that case it is really difficult to have an estimate of how many people there may be ».

The attention of the health company on the issue is maximum, mindful of last year’s experience when a maxi outbreak of Covid developed inside the Serena Barracks.
