The week that Tuesday 3 August will register the beginning of the blank semester, that is the last six months of the mandate of the President of the Republic during which Sergio Mattarella will not be able to dissolve the Chambers and call new elections, is also the one that poses some dossiers that are not easy solution on the table of the Government and, even before the large majority that supports it, political knots that could trigger further fibrillations.

The package includes the criminal justice reform called to the first parliamentary turning point in the House, the probable extension of the green pass obligation to long-distance ships, airplanes and trains, and the decision of the executive to continue the negotiations in exclusive with Unicredit on Mps. In the last few hours, the leader of the Lega Matteo Salvini has launched an ultimatum to the executive of which he is a part on the immigration front, with a frontal attack on Minister Lamorgese and the threat to leave the government if the register is not changed within a few weeks.

Two scenarios
In short, the parties could exploit this situation, which freezes the return to the polls, to raise the bar of political confrontation, also in view of the next electoral deadlines: the administrative and supplementary deadlines. The fear is that without the risk of the polls, the crossed vetoes could multiply and even lead to the attempt to give life to a new government. A scenario that is not shared by those of the idea that the broad support enjoyed by Prime Minister Mario Draghi and the mission of the Recovery plan should be sufficient to guarantee navigation, at least until the time when the Chambers meet to choose the new tenant at the Quirinale.
Reform of justice to the test of the vote of the Chamber
The Chamber of the Chamber will vote tonight, Monday 2 August, from 10.30 pm on the question of trust posed by the Government for the approval of the bill to reform the criminal trial. The Assembly is convened at 8.45 pm for the relative explanations of vote and, in particular, two separate votes will be held on the two maxi-amendments by the Executive to the provision. The Cartabia reform, a deeply divisive issue for the current majority, therefore comes to the examination of the super-armored classroom, but the climate is anything but relaxed. A signal of turbulence came from the 5 Stars: the opportunity was provided by the vote to the prejudices of unconstitutionality presented by the minority parties. There were 40 deputies who did not participate in the vote. An episode that infuriated Giuseppe Conte, at the first control test on the groups. The former premier has gathered his own in an attempt to close ranks. The feeling on the eve is that some M5s may not vote the confidence. However, this scenario was excluded by the leaders in pectore of the Movement. “The parliamentarians of the M5s – assured Conte on the sidelines of the commemoration of the Bologna massacre – will give their vote and express solidarity”. The former head of the government has therefore confirmed that “yes to confidence” will be voted on the reform of justice.
The extension of the green pass to transport: QR code for trains and airplanes
In view of the return to the desks in September, next Wednesday, August 4 (but does not exclude a postponement to Thursday), the School Plan will be presented to the Regions and on the same day the control room could be convened first and the Cdm then which, in addition to the examination of the document of the Ministry of Education, they could also evaluate other measures on the green pass, such as the introduction – but there is still no certainty about the date of entry into force of the measure – of the obligation of the green certificate also for long-distance transport. The line of making the green pass mandatory so as not to slow down the vaccination race has already been criticized on more than one occasion by the League and, on the opposition front, by the Brothers of Italy. The certificate will not be necessary for local public transport, but the Regions have been asked for a detailed plan on the enhancement of public transport: the intention is to increase the number of trips, given that 80% of the capacity is not sufficient to guarantee spacing on metro and buses. It is also not excluded that the debate on the mandatory green pass may reopen also for some professional categories: school staff are in the front row. With 85% of the profs immunized or awaiting the recall, the current prevailing hypothesis is to wait until at least 20 August (counting to break through the 90% vaccinated quota) before taking any strong measures. On that day, in fact, the regions must deliver to the commissioner for the Covid-19 emergency Figliuolo the list of school staff who cannot or do not want to get vaccinated. The control room expected this week should also take stock of the timetable in the implementation of the reforms of the Recovery and Resilience Plan, after the postponement of the start on taxation and competition.
